I lost my daughter , her body has not been recovered as of yet. I keep hoping for some closure or a great miracle that she walk in the door. Since this horendous tragedy I have been unable to cope with normal life functions. is my first born and has two remaining siblings who are terribly devastated by this. My son lost school for this and than lost even more because of the stress he developed mononeucliosis, he lost another 4 weeks of school. My daughter gave birth to her first child on 9-22, her delivery was not easy since she developed complications probably due to the stress of losing her only sister, the intended godmother of her daughter. As for myself I have not returned to work cause I can't function. My husband is beside himself, he feels he let us down. He blames himself for taking her to the train that dreadful day. I feel I can't be there for my daughter and my granddaughter because I hurt so bad. My holidays are ruined. I suffer from anxiety and depression. Do you no what it's like to go to a store in hopes of accomplishing something and you have to run out cause all I think of is ? I attended the meeting last night because I thought it might help since I haven't been into Manhattan since I picked up the flag and urn, but I left in discust I can't help but believe that her life is worth less because she didn't make a great salary. It was graet for her she only worked for for a little over a year. She graduated college in june of 2000, after 4 years of hard work. Is that not worth anything? Had she had the chance to forfill her lifes dreams she would have been making plenty. Her intentions were to go back to school for her masters. My daughter was to be married in 2002 to her fiancee who is now in the police academy. They were together almost 6 years. was my strength, she picked me up when I was down. She helped me with anything I needed, She was a great role model to her sister and brother . They truly looked up to there sister. That is all gone now and so are my dreams of her wedding , her children, my grandchildren and anything else she would have accomplished in life. My daughter touched so many peoples lives while in college she worked in Keyfood as a cashier, when people heard that was missing they sent condolences I had no idea that so many people knew her. There cards were a comfort to me in one way knowing that strangers to me knew how good my daughter is. This is just a bit of what is on my mind, had you known you would have liked her from the start. I don't envy your position and I hope you can make people comfortable with your decision on the worth of there loss, but as I seen from the meeting the only people that will be o.k. are the ones that have earned the big bucks and had years till retirement. As I see it and have felt from the beginning, my daughter is not important she had no husband, children nor was she a policeman nor fireman but had not her life been cut short by a tragedy that should have been prevented she would have been a wife and a mom. My daughter does have a family that loves her and needs her. I have lost a parent and 2 siblings in my lifetime and the pain than was so bad but this is something I don't think I can handle the painis the worst pain imagineable and only those that go through it would know, so again please tell me how you can tell me what my pain is worth? I strongly urge the Department to draft regulations that ensure compensation is available to all victims of the attack, including the committed partners and the non- biological children of gay and lesbian victims. It is unquestionable that the devastating grief and economic losses suffered by the families of gay and lesbian victims are no less than that of other families. Just as the terrorists drew no lines in choosing their victims, our country must draw no lines in compensating those who suffered the most personal of losses from these horrific attacks. New York Governor George Pataki showed fairness and compassion in issuing an Executive Order granting surviving partners of gay and lesbian victims of the attacks equal benefits form the state's Crime Victims Board. The Commissioner of the New York State Department of Taxation and Finance indicated that lesbian and gay families will be given consideration when funds are distributed form the state's World Trade Center Relief Fund. Major private relief organizations, including the American Red Cross, the United Way and the Sallie Mac 911 Education Fund, are also granting survivor funds, benefits and services to the partners and families of gay and lesbian victims. Many Americans lost their lives on September 11, each of the victims left behind love ones. I urge you and the Department to follow the example of the State of New York and many relief organizations by living up to American highest values-that our government is a government for all Americans-by promulgating regulations which do not discriminate against victims based on their sexual orientation. Under traditional rules based on lost wages, the survivors of a bond trader earning millions of dollars per year might receive thousands of times as much compensation as the survivors of a dishwasher in one of the restaurants destroyed. Justice requires looking far beyond the last paycheck to the inherent worth of all those killed, so that a high minimum compensation level is set to lessen the disparities. It would be a double blow to the survivors to first lose their loved one and then watch as most of the taxpayer money went to those who were already well off in the first place. The second major issue has to do with recognizing the legitimacy of gay and lesbian relationships and families. Gay and lesbian families are especially vulnerable when one partner is killed. Because the option of marriage is unavailable, these families may find themselves in the traumatic predicament of having to prove that their union is legitimate. Fortunately, both the Red Cross and the State of New York have already announced that they will not discriminate against gay and lesbian families. The Department of Justice should do the same. Funds disbursed through the September 11th Victim Compensation Fund of 2001 should only go to the surviving family members of those who died on 9-11. Funds must go to the widows, widowers, orphans, and other blood-related or adopted members of the family--not to unmarried sexual partners of those who died. To provide funds to "domestic partners" is to undermine the traditional definition of marriage and family to include any number of sexual liaisons between same-sex or opposite-sex unmarried couples. Many homosexuals and swinging heterosexuals, for example, engage in sex with multiple partners. Do we provide funds to each of the sexual partners? Where do we draw the line on how many "domestic partners" a person may have? Homosexual activists are exploiting the 9-11 tragedy by asking the federal government to redefine what constitutes a legitimate "family" under the law. In fact, homosexual activist, writing in Out magazine has openly called for the subversion of the concept of marriage between a man and a woman. He has urged homosexuals to fight for the legalization of homosexual marriages and once legalized to "redefine the institution of marriage completely . . . . to debunk a myth and radically alter an archaic institution. . . . The most subversive action lesbians and gays can under take--and one that would perhaps benefit all of society--is to transform the notion of 'family' entirely." If the DOJ provides funds to "domestic partners," it will be helping accomplish his goal: That of redefining marriage and altering what he calls an "archaic institution." We also oppose September 11th Funds going to the estates of the deceased instead of to their surviving family members. No one can know for certain where these funds will end up if they are deposited in the estate of a person who has died. The person may have willed his estate to a terrorist, racial hate group, or even to an organization like the North American Man-Boy Love Association. No one will know unless each person's will is examined by a DOJ lawyer. The money should go to the surviving family members of the deceased, not to the estate or to the surviving "domestic partner." If victim A needs $1000 a week to live and victim B needs $10,000 a week, I don't think that victim A should receive $X and victim B, $10X. that would be completely unfair. Both should get $X. Under traditional rules based on lost wages, the survivors of a bond trader earning millions of dollars per year might receive thousands of times as much compensation as the survivors of a dishwasher in one of the restaurants destroyed. Justice requires looking far beyond the last paycheck to the inherent worth of all those killed, so that a high minimum compensation level is set to lessen the disparities. It would be a double blow to the survivors to first lose their loved one and then watch as most of the taxpayer money went to those who were already well off in the first place. The second major issue has to do with recognizing the legitimacy of gay and lesbian relationships and families. Gay and lesbian families are especially vulnerable when one partner is killed. Because the option of marriage is unavailable, these families may find themselves in the traumatic predicament of having to prove that their union is legitimate. Fortunately, both the Red Cross and the State of New York have already announced that they will not discriminate against gay and lesbian families. The Department of Justice should do the same. I can't put my feelings into words at this time, but I would like to say that if this is indeed true, I am outraged. I personally do not know anyone who died on 9/11 but I feel the loss very deeply nonetheless. I have given everything I can afford to the Red Cross and various other 9-11 relief funds and did so with the expectation that it was going to help EVERYONE associated with and in need from September 11th. This money was given freely and without stipulation or prejudice and it is not right these rules are being placed on it now. December 22, 2001 Dear Mr. Kenneth Zwick, I write as a member of Amnesty International, a worldwide human rights movement committed to ensuring respect for the basic human rights of people without discrimination, in support of equal access to benefits under the September 11 Victims Relief Fund for all victims, regardless of sexual orientation or marital status. As you know, the United States has committed to uphold international human rights standards, including the Universal Declaration of Human Rights and the International Covenant on Civil and Political Rights, which prohibit arbitrary discrimination. As you consider rules for administering the relief fund, I ask that you apply basic international human rights standards, and the general principle of equality, by including among relatives eligible for compensation those who lost their life partners, as well as de facto parents or children, without regard to sexual orientation or marital status. The State of New York has already adopted such a policy, granting compensation benefits "on a showing of mutual interdependence with the victim, in recognition that anyone who shared with the victim living expenses, day to day activities and the emotional bonds of family deserves help in this time of need." Many lesbian and gay people were killed in the September 11th attacks. Since then, lesbian and gay surviving partners of those killed have had mixed results in obtaining equal treatment at the local level in the distribution of relief funds by private and state agencies. An inclusive policy on the part of the federal government would help establish an important principle for other such funds. In compensating victims, real justice will be served only when all families - and all types of families - impacted by the human rights tragedy of September 11 are treated with dignity and equality.
