When two people live in a domestic partnership because it is the only formal means available, they live the same way heterosexual couples do: depending upon each other of emotional, mental, and financial support. When the 9-11 tragedy happened, all families suffered a great loss. The pain of losing a loved one is the same for all families. The great financial burden is also the same. All families from 9-11 will have to go on and rebuild their lives. I contributed money to many of the groups collecting money. As you know, the United States has committed to uphold international human rights standards, including the Universal Declaration of Human Rights and the International Covenant on Civil and Political Rights, which prohibit arbitrary discrimination. As you consider rules for administering the relief fund, I ask that you apply basic international human rights standards, and the general principle of equality, by including among relatives eligible for compensation those who lost their life partners, as well as de facto parents or children, without regard to sexual orientation or marital status. The State of New York has already adopted such a policy, granting compensation benefits "on a showing of mutual interdependence with the victim, in recognition that anyone who shared with the victim living expenses, day to day activities and the emotional bonds of family deserves help in this time of need." Many lesbian and gay people were killed in the September 11th attacks. Since then, lesbian and gay surviving partners of those killed have had mixed results in obtaining equal treatment at the local level in the distribution of relief funds by private and state agencies. An inclusive policy on the part of the federal government would help establish an important principle for other such funds. There is no denying that it was a tragedy of unparallel evil that has had an impact on all Americans. It changed the world that we live in, forever. Despite the magnitude of this despicable event, I take great exception to the enormity of the funds ($4.6 billion) that will be provided by the government to the victimâ??s families. I, like millions of people, gave generously to charitable organizations directing that the donations be used exclusively to help those directly affected. Now, I am being asked to donate additional funds through my taxes. It seems to me that the one and a half billion dollars that has been donated to charities,plus life insurance benefits, plus social security benefits, plus retirement benefits, plus tax relief, plus free college educations, etcetera, etcetera, should be enough to provide sufficient relief to families of victims. Itdisturbs me that a very dangerous precedent has been established. In these unsettled times we hear a greatdeal about the potential for terrorism with chemicals and biological agents. It is conceivable that many thousands ofpeople might be killed in the future in this manner. Without even trying, over 5000 people were killed by nerve destroying chemicals in Bhopal, India. Is our government prepared to hand out money to many thousands ofvictims? Were not the terrorist actions of the past just as tragic as September 11th. What about the 270 victims of Pan Am 103 over Lockerbie? What about the servicemen killed in the barracks inLebanon? What about the 17 sailors killed on The Cole in Yemen? What about the 224 people killed in the embassies in Tanzania and Kenya? What about the six people killed in theWorld Trade Center in 1993? What about the 19 servicemen killed by a bomb in Dhahran, Saudi Arabia in 1996? How about the 168 people killed in OklahomaCity? Did they not have the same disastrous impact on families of the victims? You surely will hear from their families, if you havenâ??t already. Feinberg September 11th Victim Compensation Fund U.S. Department of Justice 950 Pennsylvania Avenue NW Washington, DC 20530 To Mr. Feinberg: I am writing to urge you to ensure fair treatment for all surviving families of the tragedy on September 11th, including the children and families of low-wage workers and gay and lesbian families. Under traditional rules based on lost wages, the survivors of a bond trader earning millions of dollars per year might receive thousands of times as much compensation as the survivors of a dishwasher in one of the restaurants destroyed. Justice requires looking far beyond the last paycheck to the inherent worth of all those killed, so that a high minimum compensation level is set to lessen the disparities. It would be a double blow to the survivors to first lose their loved one and then watch as most of the taxpayer money went to those who were already well off in the first place. The second major issue has to do with recognizing the legitimacy of gay and lesbian relationships and families. Gay and lesbian families are especially vulnerable when one partner is killed. Because the option of marriage is unavailable, these families may find themselves in the traumatic predicament of having to prove that their union is legitimate. Fortunately, both the Red Cross and the State of New York have already announced that they will not discriminate against gay and lesbian families. The Department of Justice should do the same. Monday, March 11, 2002 12:20 PM Disgusting... 9/11 Fund To Discriminate Against Gays It is absolutely disgusting to me that the Bush organization continues to discriminate against gays, even doing so in such a revolting manner as the one described in this article. I'm a heterosexual who never voted for Bush but had BEGUN to appreciate his leadership through the crisis brought on by 911 and might have considered supporting him in the future. Any respect I had for the president or his administration, however, has dwindled thanks to his disregard for the environment and the continuing discrimination against fellow human beings simply because they have different sexual preferences. I'm embarassed and sad to have this administration running a country they CLAIM protects the freedoms and rights of individuals and as for the 911 fund and United Way - you can forget about receiving donations from me or my family or the many friends I'm sharing this in the future. This importantly should include the partners and children of same sex unions. They suffer just as grievously for their deceased loved ones as do other survivors, and their need for assistance is just as great. Please do not give in to the importuning of callous homophobic groups and individuals who would have the Department of Justice limit compensation to survivors of heterosexual unions. Wednesday, December 19, 2001 1:46 PM Equal access to 9/11 benefits December 19, 2001 Dear Mr. Kenneth Zwick, I write as a member of Amnesty International, a worldwide human rights movement committed to ensuring respect for the basic human rights of people without discrimination, in support of equal access to benefits under the September 11 Victims Relief Fund for all victims, regardless of sexual orientation or marital status. As you know, the United States has committed to uphold international human rights standards, including the Universal Declaration of Human Rights and the International Covenant on Civil and Political Rights, which prohibit arbitrary discrimination. As you consider rules for administering the relief fund, I ask that you apply basic international human rights standards, and the general principle of equality, by including among relatives eligible for compensation those who lost their life partners, as well as de facto parents or children, without regard to sexual orientation or marital status. The State of New York has already adopted such a policy, granting compensation benefits "on a showing of mutual interdependence with the victim, in recognition that anyone who shared with the victim living expenses, day to day activities and the emotional bonds of family deserves help in this time of need." Many lesbian and gay people were killed in the September 11th attacks. Since then, lesbian and gay surviving partners of those killed have had mixed results in obtaining equal treatment at the local level in the distribution of relief funds by private and state agencies. An inclusive policy on the part of the federal government would help establish an important principle for other such funds. In compensating victims, real justice will be served only when all families - and all types of families - impacted by the human rights tragedy of September 11 are treated with dignity and equality. I believe that families who want or even expect (common today!) monetary compensation upon the death of loved ones should be responsible enough to fund life insurance themselves. I am not responsible for paying taxes so that the independent mother of an independent daughter who has been killed gets money her own daughter would never have given her. Millions of people all over the world survive and can flourish after the loss of a family member, even the wage earner, by the remaining spouse entering the workforce, relying on family and church, and simply dealing with life as responsible and innovative adults. And I am sick of we Americans acting like victims all the time! This is so unlike our American origins, where we were self-sufficient, hardworking and accepted accidents or acts against us as part of the fabric of life and its uncertainty. As these low income workers most likely had far less insurance coverage, please compensate them and their families with a MUCH higher percentage than relates to their income. Part of the reason this attack happened is due to disparity between rich and poor in the world. Let's try to learn something from this and be more equitable in broader terms, than dollar for dollar valuation.
