Wednesday, March 13, 2002 12:47 PM RE: Sept 11 victims compensation Hello, I am an ordinary citizen from Canton, Ohio, in the center middle America. I am outraged that even illegal aliens are being compensated for the September 11 attacks, and our own citizens who have been in a committed relationship are not! Any relationship is worthy of compensation if illegal aliens can be compensated. These people are not even citizens, and our own citizens are being ignored. The worst part is the justification used to make this decision. Illegal aliens will not be prosecuted or sent back if they come forward. This is obviously against the law, but to do that and then turn around use the law (does your state have benefits for committed couple relationships? If not, then that victim does not qualify for benefits!) That I feel is totally wrong! Furthermore, even if the victims had no spouse or children, certainly the relatives or friends of the victims who may be in their will, are deserving of the benefits allowed to the married couples. No amount of money will return a loved one to them. As a hospice chaplain I encounter people in grief every day. Money will not make the grief go away and will probably bring more strife where healing needs to be. This crusade to collect financial reimbursement makes absolutely no sense and is unjust. What is the precedent here, what does it say about past tragedies, like the Oklahoma City bombing? We the people were caught unaware by a human being without a heart. We will not let that happen again. Who is overseeing the just use of the billions of dollars that have been willingly donated by U.S. taxpayers? I object to the very idea of the government disbursing taxpayers' money to reimburse people for something like this. I do agree that victims and their families should not be able to sue the U.S. government. No amount of money will bring healing to those who have had their lives ripped apart. I would urge all Americans to pull together and to voluntarily help those in need, as we have done throughout our history, rather than being forced to. Grief is a very emotional thing. As you know, the United States has committed to uphold international human rights standards, including the Universal Declaration of Human Rights and the International Covenant on Civil and Political Rights, which prohibit arbitrary discrimination. As you consider rules for administering the relief fund, I ask that you apply basic international human rights standards, and the general principle of equality, by including among relatives eligible for compensation those who lost their life partners, as well as de facto parents or children, without regard to sexual orientation or marital status. The State of New York has already adopted such a policy, granting compensation benefits "on a showing of mutual interdependence with the victim, in recognition that anyone who shared with the victim living expenses, day to day activities and the emotional bonds of family deserves help in this time of need." Many lesbian and gay people were killed in the September 11th attacks. Since then, lesbian and gay surviving partners of those killed have had mixed results in obtaining equal treatment at the local level in the distribution of relief funds by private and state agencies. An inclusive policy on the part of the federal government would help establish an important principle for other such funds. In compensating victims, real justice will be served only when all families - and all types of families - impacted by the human rights tragedy of September 11 are treated with dignity and equality.
