Funds disbursed through the September 11th Victim Compensation Fund of 2001 should only go to the surviving family members of those who died on 9-11. Funds must go to the widows, widowers, orphans, and other blood-related or adopted members of the family--not to unmarried sexual partners of those who died. To provide funds to "domestic partners" is to undermine the traditional definition of marriage and family to include any number of sexual liaisons between same-sex or opposite-sex unmarried couples. Many homosexuals and swinging heterosexuals, for example, engage in sex with multiple partners. Do we provide funds to each of the sexual partners? Where do we draw the line on how many "domestic partners" a person may have?Homosexual activists are exploiting the 9-11 tragedy by asking the federal government to redefine what constitutes a legitimate "family" under the law. In fact, homosexual activist &nbsp&nbsp&nbsp&nbsp , writing in Out magazine has openly called for the subversion of the concept of marriage between a man and a woman. He has urged homosexuals to fight for the legalization of homosexual marriages and once legalized to "redefine the institution of marriage completely . . . . to debunk a myth and radically alter an archaic institution. . . . The most subversive action lesbians and gays can under take--and one that would perhaps benefit all of society--is to transform the notion of 'family' entirely." If the DOJ provides funds to "domestic partners," it will be helping &nbsp&nbsp&nbsp&nbsp accomplish his goal: That of redefining marriage and altering what he calls an "archaic institution." We also oppose September 11th Funds going to the estates of the deceased instead of to their surviving family members. No one can know for certain where these funds will end up if they are deposited in the estate of a person who has died. The person may have willed his estate to a terrorist, racial hate group, or even to an organization like the North American Man-Boy Love Association. No one will know unless each person's will is examined by a DOJ lawyer. The money should go to the surviving family members of the deceased, not to the estate or to the surviving "domestic partner." Tuesday, January 29, 2002 11:03 AM Just something to consider while you pass out funds that we really dont have Mr. Zwick, I am saddened to see certain people who have been affected by the Sept. 11th tragedies to be conducting themselves as a few of them are. I am stressing only a few of the families because a few are actually complaining about free money for the death of thier loved ones. Personally, I dont understand why they are looking to the Government for money for thier deaths, the government didnt hijack the planes nor did the airlines. Neither entity is responsible for the events, so why are they passing out taxpayers' money that we really don't have to pass out? Between the 'war on terrorism' and this fund the economy is going to hell in a handbasket and now some of them want even more money. I guess everyone wants free money and someone to blame, but why is the government entertaining this idea when they still havent kept thier promises to families like mine? Need I harken back to the promise of '40 acres' that no black family has ever gotten? When slave reparations were brought up a few years back, they were all but laughed out of the courthouse, but now we throw around money like Donald Trump? As you know, the United States has committed to uphold international human rights standards, including the Universal Declaration of Human Rights and the International Covenant on Civil and Political Rights, which prohibit arbitrary discrimination. As you consider rules for administering the relief fund, I ask that you apply basic international human rights standards, and the general principle of equality, by including among relatives eligible for compensation those who lost their life partners, as well as de facto parents or children, without regard to sexual orientation or marital status. The State of New York has already adopted such a policy, granting compensation benefits "on a showing of mutual interdependence with the victim, in recognition that anyone who shared with the victim living expenses, day to day activities and the emotional bonds of family deserves help in this time of need." Many lesbian and gay people were killed in the September 11th attacks. Since then, lesbian and gay surviving partners of those killed have had mixed results in obtaining equal treatment at the local level in the distribution of relief funds by private and state agencies. An inclusive policy on the part of the federal government would help establish an important principle for other such funds. In compensating victims, real justice will be served only when all families - and all types of families - impacted by the human rights tragedy of September 11 are treated with dignity and equality. An inclusive policy on the part of the federal government would help establish an important principle for other such funds. In compensating victims, real justice will be served only when all families - and all types of families - impacted by the human rights tragedy of September 11 are treated with dignity and equality. Tuesday, January 22, 2002 9:33 AM comments As a worker who lost my job as a direct result of September 11, I am sickened that my tax dollars are going to make victims of the terrorist attacks all millionaires, while I can't even pay my rent. Right after the attacks, I, as well as millions of others, gave money to funds to help the families of victims, and from what I understand there are millions of dollars in charitable funds to help these people. What is the point of the government being in the charity business for this one act? And from what I understand, many of the greedy families are complaining that they're not getting enough; that their insurance, etc, cuts in on their windfall! What is this, the lottery? I am sorry for all their loss, but I don't think that making these people millionaires off the backs of those who can't afford it is going to bring any of their loved ones back. I strongly urge the Department to draft regulations that ensure compensation is available to all victims of the attack, including the committed partners and the non-biological children of gay and lesbian victims. November 9, 2001 To Whom It May Concern: This is the comment of the National Right to Life Committee (NRLC) on implementation of the victim compensation provisions of Public Law 107-42, as invited in the November 5 Federal Register. NRLC urges the Department of Justice to explicitly recognize unborn children who were injured or killed in the September 11 terrorist attacks as eligible claimants. This would allow surviving family members to obtain recompense for the loss of these unborn children. As a matter of policy, this would be consistent with the position that President Bush took in endorsing the Unborn Victims of Violence Act (H.R.503), prior to passage of that bill by the House of Representatives on April 26. H.R. 503 would recognize any "child in utero" as a victim for purposes of criminal prosecution, if he or she is injured or killed during the commission of any one of numerous crimes under Title18. See Statement of Administration Policy at www.whitehouse.gov/omb/legislative/sap/107-1/HR503-r.html. Please note especially the statement, "The Administration would strongly oppose any amendment to H.R. 503, such as a so-called 'One- Victim Substitute', which would define the bill's crimes as having only one victim the pregnant woman". Enactment of H.R. 503 is necessary because of the specific constitutional requirements for successful criminal prosecutions, but no such issues arise with respect to the victim compensation provisions of Public law 107-42. Under PL 107-42, it is clearly within administrative discretion to recognize that unborn children are "individual[s]," whose death represents a real loss to surviving family members. Further insight into the perspective of such family members can be gleaned by reviewing the moving testimony of Michael Lenz, who testified in 1999 before the House Judiciary subcommittee regarding the loss of his wife and unborn baby son in the Oklahoma City bombing. However, some of these families seem to feel entitled to be turned into millionaires over their loved ones deathes. Even worse is that being millionaires isn't enough for most of them.
