Dear Madison City Alders,

I have grown up in Madison and currently attend UW-Madison as an
undergraduate.

I am writing to encourage you to adopt the new proposition, Humanitarian
Priorities in Afghanistan, that is before you next week.  Growing up here in
Madison, I never knew how special this place was until I was old enough to
travel and live outside of it for a while.  Madison is truly one of the most
collectively aware and active places I have ever been in my short life, and
I have very high hopes for the humanitarian values that we advocate as a
community.  The proposal before you is a very logical extension of the
compassion that people in this city express all the time, towards each other
and the rest of the world.  I really hope you will all adopt the proposition
so that our city can stand proudly by it's long time value of human rights.
The impending tragedy facing the Afghani people is something I cannot bear
to think about, let alone allow to happen in my name.  I hope this city can
stand together in affirming our vision for a just and peaceful world.

I'm also cautious about bringing the coalition directly into the orbit of the fine people in US Out Now, Jews for Equal Justice, Solidarity and by extension SWAIG...  I think their commitment and perspective are wonderful.  I'm proud to work with them.  But the MAPC began as a broader based coalition than this.  Working on a project by project basis is different from publishing a newsletter together.  I am against the MAPC somehow entering a long term agreement to publish a newsletter with these good people.  For some blog info check out

Actually, I'd prefer a few bucks of shoe leather going door-to-door to $400-$500 for insertion in Isthmus.

If you would like to change your proposal to the publication of a joint newsletter next month, I would approve.  But commiting to a regular monthly publication, welllll...
 
I'm a little shy about approving this proposal and the reasons are a combination of fiscal and political caution.  If MAPC formally produces a newsletter, how will we assure a continuing commitment to appeal to a broad base of peace oriented people?  If we commit to supporting $500 publication costs, then we're also talking about that plus an occasional $400 or $500 distribution costs to get those 10,000 8 pagers folded into the Isthmus and we're up to $1000 a month.  Sounds like a good agenda item for the General Membership meeting.  I would prefer occasional ad hoc efforts rather than a joint commitment to publish a regular periodical.  
 
Incidentally, the anti war movement may be a minority, but it remains to be seen how small it is.  I've talked and talked and can't find many people who are for the war.

Educating the public needs to be our number one priority right now, given just how small a minority the anti-war movement is.  MAPC should be disseminating information and analysis on the widest possible basis, and using that information to help bring people into the organization and establish our identify in the community.  As Zoltan said at the student teach-in, we need to be thinking in terms of 10,000 copies of our literature, not a few hundred.
 
Following discussions with the South West Asia Information Group, I am proposing that MAPC &amp; SWAIG publish a joint monthly newsletter.
 
The newsletter would be published as an 8-page newsprint tabloid.  MAPC would be responsible for content of pages 7 and 8, plus about a quarter of page one.  SWAIG would be responsible for the remaining content.  
 
SWAIG's content would be similar to what was contained in its initial tabloid -- anslysis of the region, the war, and U.S. foreign policy.  MAPC's content would be a calendar of events, information from the various Working Groups on their upcoming activities, reports on past activities, and other content designed to motivate readers to get involved.  Solicitation of donations would also be included.
 
Approximately 10,000 copies of each issue would be published, requiring a major effort at distribution through literature tables, bundles left at stores, co-ops, etc., passing out at events or to pedestrians, and perhaps even door-to-door distribution in selected neighborhoods.
 
The printing cost for 10,000 copies of a 8-page tabloid would be approximately $500.00, using the non-union printer that SWAIG used for its tabloid.  (I would prefer to transfer the project to a union shop, preferably Port Publications in Port Washington; this may require an adjustment in either the budget or number of copies.)  This cost would be covered by MAPC.
 
I would expect that the newsletter would generate $100 to $200 per month in new donations, based on people clipping a donation request coupon.  Another option would be to sell advertisements in the newsletter to supportive businesses, co-ops, and organizations.  (SWAIG opposed this option, based on possible conflicts with the Madison Insurgent.  I will be meeting with the Insurgent collective to discuss whether they would in fact have objections to this.)
 
If finances do not permit monthly publication, Plan B would be for alternating between the tabloid and a 2-page, 8.5 by 11, smaller circulation, newsletter containing only MAPC organizational info.
 
Because MAPC's contribution to the content would reflect the activities of all of the Working Groups, I believe that the newsletter should be coordinated at the CC level.  (I ran this past O&amp;E, who agreed.)  Options for filling the newsletter editor position would include:
 
(a)  One of the existing CC members could take on this project.
 
(b)  A new at-large CC position could be created
 
(c)  A Newsletter Working Group could be created; or
 
(d)  A volunteer who is not officially on the CC. but is willing to attend CC meetings, could be located.

I would like to request that the issues of (1) International Solidarity, and (2) the workload of some committees be put on the agenda.
 
There has been some discussion of having another committee, International Solidarity.  Someone said that this is the responsibility of the Education/Outreach committee, and the suggestion thereby died.   If I might respectfully disagree, I think this should be discussed.  
 
I am not a member of that committee, but it would seem that the Education/Outreach committee has a mighty full plate.  In addition to producing literature, helping to produce teach-ins and other educational activities, they are the committee charged with outreach to the rest of the community (networking is a full-time job in itself), and recruiting members of specific communities to increase the diversity of MAPC (this is also critical, time-consuming work). And then, some weeks ago, when a couple of folks volunteered to assemble names for a Speakers' Bureau, they were told that this, also, is part of the E/O's work.  With all due respect, that is a great deal of work for a committee of volunteers.  We do not need to burn people out.  Let's divide some of this work up.
 
Secondly, the proposal of a fast is a terrific idea, IF we can get good mainstream** media coverage.  It would be a shame to have folks making such a huge sacrifice if that effort were to go unnoticed by the larger community.

      Detention, Treatment, and Trial of Certain Non-Citizens in the War Against
      Terrorism 
      Military Order 
      By the authority vested in me as President and as Commander in Chief of the Armed Forces of the United States by the
      Constitution and the laws of the United States of America, including the Authorization for Use of Military Force Joint
      Resolution (Public Law 107-40, 115 Stat. 224) and sections 821 and 836 of title 10, United States Code, it is hereby
      ordered as follows: 
      Section 1. Findings. 
      (a) International terrorists, including members of al Qaida, have carried out attacks on United States diplomatic and
      military personnel and facilities abroad and on citizens and property within the United States on a scale that has created a
      state of armed conflict that requires the use of the United States Armed Forces. 
      (b) In light of grave acts of terrorism and threats of terrorism, including the terrorist attacks on September 11, 2001, on the
      headquarters of the United States Department of Defense in the national capital region, on the World Trade Center in New
      York, and on civilian aircraft such as in Pennsylvania, I proclaimed a national emergency on September 14, 2001 (Proc.
      7463, Declaration of National Emergency by Reason of Certain Terrorist Attacks). 
      (c) Individuals acting alone and in concert involved in international terrorism possess both the capability and the intention to
      undertake further terrorist attacks against the United States that, if not detected and prevented, will cause mass deaths,
      mass injuries, and massive destruction of property, and may place at risk the continuity of the operations of the United
      States Government. 
      (d) The ability of the United States to protect the United States and its citizens, and to help its allies and other cooperating
      nations protect their nations and their citizens, from such further terrorist attacks depends in significant part upon using
      the United States Armed Forces to identify terrorists and those who support them, to disrupt their activities, and to
      eliminate their ability to conduct or support such attacks. 
      (e) To protect the United States and its citizens, and for the effective conduct of military operations and prevention of
      terrorist attacks, it is necessary for individuals subject to this order pursuant to section 2 hereof to be detained, and, when
      tried, to be tried for violations of the laws of war and other applicable laws by military tribunals.

      (f) Given the danger to the safety of the United States and the nature of international terrorism, and to the extent provided
      by and under this order, I find consistent with section 836 of title 10, United States Code, that it is not practicable to apply
      in military commissions under this order the principles of law and the rules of evidence generally recognized in the trial of
      criminal cases in the United States district courts. 
      (g) Having fully considered the magnitude of the potential deaths, injuries, and property destruction that would result from
      potential acts of terrorism against the United States, and the probability that such acts will occur, I have determined that
      an extraordinary emergency exists for national defense purposes, that this emergency constitutes an urgent and
      compelling govern-ment interest, and that issuance of this order is necessary to meet the emergency. 
      Sec. 2. Definition and Policy. 
      (a) The term "individual subject to this order" shall mean any individual who is not a United States citizen with respect to
      whom I determine from time to time in writing that: 
      (1) there is reason to believe that such individual, at the relevant times, 
      (i) is or was a member of the organization known as al Qaida; 
      (ii) has engaged in, aided or abetted, or conspired to commit, acts of international terrorism, or acts in preparation therefor,
      that have caused, threaten to cause, or have as their aim to cause, injury to or adverse effects on the United States, its
      citizens, national security, foreign policy, or economy; or 
      (iii) has knowingly harbored one or more individuals described in subparagraphs (i) or (ii) of subsection 2(a)(1) of this order; 
      and 
      (2) it is in the interest of the United States that such individual be subject to this order. 
      (b) It is the policy of the United States that the Secretary of Defense shall take all necessary measures to ensure that any
      individual subject to this order is detained in accordance with section 3, and, if the individual is to be tried, that such
      individual is tried only in accordance with section 4. 
      (c) It is further the policy of the United States that any individual subject to this order who is not already under the control
      of the Secretary of Defense but who is under the control of any other officer or agent of the United States or any State
      shall, upon delivery of a copy of such written determination to such officer or agent, forthwith be placed under the control of
      the Secretary of Defense. 
      Sec. 3. Detention Authority of the Secretary of Defense. Any individual subject to this order shall be -- 
      (a) detained at an appropriate location designated by the Secretary of Defense outside or within the United States; 
      (b) treated humanely, without any adverse distinction based on race, color, religion, gender, birth, wealth, or any similar
      criteria; 
      more

      (c) afforded adequate food, drinking water, shelter, clothing, and medical treatment; 
      (d) allowed the free exercise of religion consistent with the requirements of such detention; and 
      (e) detained in accordance with such other conditions as the Secretary of Defense may prescribe. 
      Sec. 4. Authority of the Secretary of Defense Regarding Trials of Individuals Subject to this Order. 
      (a) Any individual subject to this order shall, when tried, be tried by military commission for any and all offenses triable by
      military commission that such individual is alleged to have committed, and may be punished in accordance with the
      penalties provided under applicable law, including life imprisonment or death. 
      (b) As a military function and in light of the findings in section 1, including subsection (f) thereof, the Secretary of Defense
      shall issue such orders and regulations, including orders for the appointment of one or more military commissions, as may
      be necessary to carry out subsection (a) of this section. 
      (c) Orders and regulations issued under subsection (b) of this section shall include, but not be limited to, rules for the
      conduct of the proceedings of military commissions, including pretrial, trial, and post-trial procedures, modes of proof,
      issuance of process, and qualifications of attorneys, which shall at a minimum provide for -- 
      (1) military commissions to sit at any time and any place, consistent with such guidance regarding time and place as the
      Secretary of Defense may provide; 
      (2) a full and fair trial, with the military commission sitting as the triers of both fact and law; 
      (3) admission of such evidence as would, in the opinion of the presiding officer of the military commission (or instead, if
      any other member of the commission so requests at the time the presiding officer renders that opinion, the opinion of the
      commission rendered at that time by a majority of the commission), have probative value to a reasonable person; 
      (4) in a manner consistent with the protection of information classified or classifiable under Executive Order 12958 of April
      17, 1995, as amended, or any successor Executive Order, protected by 
      statute or rule from unauthorized disclosure, or otherwise protected by law, (A) the handling of, admission into evidence of,
      and access to materials and information, and (B) the conduct, closure of, and access to proceedings; 
      (5) conduct of the prosecution by one or more attorneys designated by the Secretary of Defense and conduct of the
      defense by attorneys for the individual subject to this order; 
      (6) conviction only upon the concurrence of two-thirds of the members of the commission present at the time of the vote, a
      majority being present; 
      (7) sentencing only upon the concurrence of two-thirds of the members of the commission present at the time of the vote,
      a majority being present; and
      more

      (8) submission of the record of the trial, including any conviction or sentence, for review and final decision by me or by the
      Secretary of Defense if so designated by me for that purpose. 
      Sec. 5. Obligation of Other Agencies to Assist the Secretary of Defense. 
      Departments, agencies, entities, and officers of the United States shall, to the maximum extent permitted by law, provide
      to the Secretary of Defense such assistance as he may request to implement this order. 
      Sec. 6. Additional Authorities of the Secretary of Defense. 
      (a) As a military function and in light of the findings in section 1, the Secretary of Defense shall issue such orders and
      regulations as may be necessary to carry out any of the provisions of this order. 
      (b) The Secretary of Defense may perform any of his functions or duties, and may exercise any of the powers provided to
      him under this order (other than under section 4(c)(8) hereof) in accordance with section 113(d) of title 10, United States
      Code. 
      Sec. 7. Relationship to Other Law and Forums. 
      (a) Nothing in this order shall be construed to -- 
      (1) authorize the disclosure of state secrets to any person not otherwise authorized to have access to them; 
      (2) limit the authority of the President as Commander in Chief of the Armed Forces or the power of the President to grant
      reprieves and pardons; or 
      (3) limit the lawful authority of the Secretary of Defense, any military commander, or any other officer or agent of the United
      States or of any State to detain or try any person who is not an individual subject to this order. 
      (b) With respect to any individual subject to this order -- 
      (1) military tribunals shall have exclusive jurisdiction with respect to offenses by the individual; and 
      (2) the individual shall not be privileged to seek any remedy or maintain any proceeding, directly or indirectly, or to have
      any such remedy or proceeding sought on the individual's behalf, in (i) any 
      court of the United States, or any State thereof, (ii) any court of any foreign nation, or (iii) any international tribunal. 
      (c) This order is not intended to and does not create any right, benefit, or privilege, substantive or procedural, enforceable
      at law or equity by any party, against the United States, its departments, agencies, or other entities, its officers or
      employees, or any other person. 
      (d) For purposes of this order, the term "State" includes any State, district, territory, or possession of the United States.

 ABC-Washington Post poll taken the day after the

 "I'm puking every time I hear that," says Baltimore
 lawyer Thomas Bowden. "The idea is to compromise their
 lifestyle. We keep ours the same."

It's also irresponsible to suggest waiving civil
 rights. Take the bill passed by the Senate two days
 after the attack. It would permit police to tape
 phones and seize Internet records without a search
 warrant. That would leave Americans vulnerable to even
 greater evils.

 "It is something we will all regret down the road,"
 says Timothy Lynch, a constitutional law expert with
 the Cato Institute, a Washington, D.C.-based think
 tank.

 Most threatened is the Fourth Amendment prohibition
 against unreasonable searches. Does that safeguard
 have to be scrapped to search airline passengers more
 thoroughly? No, it doesn't.

 Airports already use machines sensitive enough to
 detect a box cutter. Luggage and people are already
 searched, but these searches don't raise
 constitutional issues, unless a government is
 involved. The Constitution restricts only official
 actions, not private ones. Courts agree that people
 can't expect much privacy in airports anyhow.

 What about when police are involved? They usually need
 a search warrant before raiding a home or tapping the
 phone. But police seldom have trouble persuading a
 judge to sign one. The standards are lax, especially
 when a terrorist is involved. This week America Online
 (nyse: AOL - news - people) and EarthLink (nasdaq:
 ELNK - news - people) cooperated with the FBI
 investigation by providing information about certain
 subscribers, according to the Washington Post.

 "This is already constitutional," explains lawyer
 James Harper, a privacy advocate and former counsel to
 the House Judiciary Committee. So why waive the Fourth
 Amendment and allow the government to eavesdrop and
 seize records without a warrant? Is the Justice
 Department trying to exploit a crisis for illicit
 purposes?

 "Sometimes they take advantage of these tragedies,"
 sighs Lynch, citing antiterrorist laws inspired by the
 bombing of the Federal building in Oklahoma City in
 1996. Sacrificing rights didn't work then and it's
 dishonest for law enforcement to pretend that waiving
 civil rights now will work, either.

 Even if giving up some rights would help some,
 Americans shouldn't do it. That would be a victory for
 the terrorists, who sought to destroy a way of life.
 Even temporary measures tend to become permanent, as
 the British have discovered since the 1970s, when they
 waived some rights to thwart bombings by the Irish
 Republican Army.

 Giving up rights might even lead the U.S. into
 autocratic rule--which is what the terrorists want and
 what the Founding Fathers were trying to prevent when
 they wrote the Bill of Rights. America is built on a
 healthy distrust of government power. In the words of
 Ben Franklin, "Those who trade liberty for security
 will have neither."

You should contact XX and XX as well on this.  Tom is
on the
CC because of an elections screw-up and was nominated because he also
represents the same district already on the Dane Co. Board of
Supervisors.  He
might be more open since he probably won't try to run for CC for the
next
election.

Also, you don't have to have the text ready by Thursday because it can
be
introduced "By Title Only," which means only the title of the resolution
is
given at that time and you'll have until the Thursday of tthe week
before the
Nov. 20 CC meeting to work out the wording.  That's my strong
recommendation!

Thanks for this history of the peace symbol, X.

We need to know our history.  As X said this weekend, the most
radical idea in the world is a long memory.

&gt; Gerald Holtom, a conscientious objector who had worked on a farm in
Norfolk
&gt; during the Second World War, explained that the symbol incorporated the
&gt; semaphore letters N(uclear) and D(isarmament).

Thanks for keeping us in the loop.  I will work on the sample letter for
announce, and someone will do a press release regarding the resolutions.  We
could have these things done by tomorrow night (11/15).  We can also work on
notifying the other national Independent news sources that you mentioned.
There are other activists in the committee who are more experienced with
media, so we will get back to you if there is more we can do.

&gt;and through its citizens' participation in the armed forces; and

&gt;WHEREAS, the Mayor and Madison Common Council are appalled at the mass
&gt;starvation that will result from these actions to which they are a party if
&gt;the situation is not speedily addressed; and

&gt;WHEREAS, the Mayor and Madison Common Council deplore the dishonor such an
&gt;outcome would be for the victims of the terrorist attacks of September
&gt;11th;

&gt;NOW, THEREFORE, BE IT RESOLVED THAT the Mayor and Madison Common Council
&gt;support a resolution to the situation that minimizes loss of life; and

&gt;BE IT FURTHER RESOLVED THAT humanitarian concerns must now be a top

&gt;for U.S. policy toward Afghanistan, especially as there exists a narrow
&gt;window of opportunity for supplying food to the region's population before
&gt;winter makes this difficult or impossible.  The Mayor and Madison Common
&gt;Council call on the federal government to defer to the judgement of
&gt;international aid agencies that a cessation in bombing is necessary to
&gt;avoid
&gt;humanitarian disaster; and
&gt;
&gt;BE IT FURTHER RESOLVED THAT the Mayor and Madison Common Council call on
&gt;Afghanistan's neighbors to immediately reopen their borders to allow for
&gt;the
&gt;safe passage of refugees, and call on the U.S. federal government and other
&gt;members of the international community to prepare to contribute to the
&gt;economic costs incurred by the flight of desperate Afghan civilians; and

&gt;BE IT FURTHER RESOLVED THAT the Mayor and Madison Common Council call on
&gt;the
&gt;U.S. federal government to actively support the work of various agencies to
&gt;deliver assistance in Afghanistan, particularly through overland truck
&gt;convoys, and to support safe humanitarian access to affected populations,
&gt;in
&gt;partnership with humanitarian agencies, in quantities sufficient to
&gt;alleviate a large scale humanitarian catastrophe; and

&gt;BE IT FURTHER RESOLVED THAT the Mayor and Madison Common Council call on

Good news!  A new play by Eve Ensler - "Necessary Targets" - is
premiering at The Hartford Stage in Hartford, CT on November 28.

now and December 7th, and you'll receive the special V-Day price
of $20.  (Opening night and Saturday nights are excluded.)  You
can reach the box office at (860) 527-5151.

Even better news: Eve will be attending each performance between
November 23rd and November 29th.  Most nights she will stay after
the show to speak with the audience.

Best news: "Necessary Targets" is the extraordinary story of
American and Bosnian women struggling together to understand
themselves and understand the impact of war on their lives.  It's
based on interviews conducted by Eve with women who survived the
civil war in the former Yugoslavia.  It is heartbreaking, funny,
and deeply moving.  It is extraordinary and life changing.

(Editor's note: if it seems like I'm waxing on, it's because I've
seen readings of "Necessary Targets," so I know how good it is.
It's hard for me to believe that most of my friends who have seen
and loved "The Vagina Monologues" have not seen this play.  And I'm

In 2002, V-Day is going grassroots and global.  To date almost
600 V-Day performances of "The Vagina Monologues" are planned
at colleges and cities around the world.  We'll be "reclaiming
cunt" in church basements and grand ballrooms, from Argentina
to Zaire.

V-Day is also engaging in several other campaigns, including
the International Stop Rape Contest, the Speak Up with V-Day
campaign to educate the US Congress, and the Rape Free Zone
Campaign.

I think we're all on the same page here.

The CC was well aware of the AC's emergency response plan.  The problem was
that the triggering event -- as you point out -- was not dramatic enough to
trigger the AC's "emergency action" plan.  However, it was a significant
development -- the first U.S. involvement in ground combat and the first
U.S. fatalities -- and we felt a need to acknowledge it in some way.  So we
cast about for other ways to respond, but, largely due to lack of an advance
plan for immediate response to less dramatic developments, ultimately did
nothing.

We discussed this further at the CC meeting today, and agreed that future
developments in the war not constituting "emergencies" should trigger
non-Action responses -- press releases, press conferences, tabling &amp;
leafletting, etc.  I think that will make things go a lot more smoothly the
next time something like this happens.

Hello all,

I am assuming that the meeting place has not been determined since I did
not get the poster from X.  I am for having it at Wilmar.  Getting there
through bus and biking is not that difficult.  Many students of the campus
already live in that neighborhood.  But perhaps not the students who have
already attended meetings.  And the number three bus goes right down
Jenifer St.

It won't be easy for me to distribute the poster on Sunday or the rest of
today.  I can get posters to the CC meeting if others wish to help
distribute.  I won't be able to check my e-mail until later today, but if a
poster is sent to me, since X said she already had it on her computer, I
can copy it at MCC tomorrow and bring it to the CC meeting.

I won't be able to stay long at the CC meeting.  I cook dinner for my house
every other Sunday.

I must be a little bit off base.  I agree that "considering" is a better

And you're other adjustments seem on target as well.

them at a decided rhetorical disadvantage, appealling to the middle-roaders
who might
actually pause at the formula of a zero-sum game between vengeance and
innocent humans'
suffering.

That would be *effective*.  To the extent that my phrasings or choice of
topics doesn't
further this aim, I disavow them.

We could get a mild little statement passed that wouldn't ruffle any
feathers.  Or we could
"condemn the bombing" and be dismissed in the same breath as "They banned
the pledge".  I'm
hoping for another possiblity.

Who did it? Foreign Report presents an alternative
view

Israels military intelligence service, Aman, suspects
that Iraq is the state that sponsored the suicide
attacks on the New York Trade Center and the Pentagon
in Washington. Directing the mission, Aman officers
believe, were two of the worlds foremost terrorist
masterminds: the Lebanese Imad Mughniyeh, head of the
special overseas operations for Hizbullah, and the
Egyptian Dr Ayman Al Zawahiri, senior member of
Al-Qaeda and possible successor of the ailing Osama
Bin Laden. 

The two men have not been seen for some time.
Mughniyeh is probably the worlds most wanted outlaw.
Unconfirmed reports in Beirut say he has undergone
plastic surgery and is unrecognisable. Zawahiri is
thought to be based in Egypt. He could be Bin Ladens
chief representative outside Afghanistan. 

The Iraqis, who for several years paid smaller groups
to do their dirty work, were quick to discover the
advantages of Al-Qaeda. The Israeli sources claim that
for the past two years Iraqi intelligence officers
were shuttling between Baghdad and Afghanistan,
meeting with Ayman Al Zawahiri. According to the
sources, one of the Iraqi intelligence officers, Salah
Suleiman, was captured last October by the Pakistanis
near the border with Afghanistan. The Iraqis are also
reported to have established strong ties with Imad
Mughniyeh. 

"Weve only got scraps of information, not the full
picture," admits one intelligence source, "but it was
good enough for us to send a warning six weeks ago to
our allies that an unprecedented massive terror attack
was expected. One of our indications suggested that
Imad Mughniyeh met with some of his dormant agents on
secret trips to Germany. We believe that the
operational brains behind the New-York attack were
Mughniyeh and Zawahiri, who were probably financed and
got some logistical support from the Iraqi
Intelligence Service (SSO)." 

Mughniyeh was the only one believed to have tried it
before. On April 12th 1997, he was reported to be only
two hours away from achieving the highest goal of any
terrorist organisation (until last week): blowing up
an Israeli El-Al airliner above Tel Aviv. A man
carrying a forged British passport with the name
Andrew Jonathan Neumann was in a Jerusalem hotel
preparing a bomb he was supposed to take on board an
El-Al flight leaving Israel, when it accidentally went
off. Andrew Jonathan Neumann was very badly injured
but strong enough to reveal later to the Israelis that
he was not British but Lebanese, and that his
operation was supposed to be a special "gift" to
Israel from Imad Mughniyeh. 

A psychopath 

"Bin Laden is a schoolboy in comparison with
Mughniyeh," says an Israeli who knows Mughniyeh . "The
guy is a genius, someone who refined the art of
terrorism to its utmost level. We studied him and
reached the conclusion that he is a clinical
psychopath motivated by uncontrollable psychological
reasons, which we have given up trying to understand.
The killing of his two brothers by the Americans only
inflamed his strong motivation." 

Experts on Iraq and Saddam Hussein also believe that
Iraq was the state behind the two terror masterminds.
"In recent months, there was a change, and Iraq
decided to get into the terror business. On July 7th,
they tried for the first time to send a suicide
bomber, trained in Baghdad, to blow up Tel Aviv
airport (Foreign Report No. 2651)." 

Our sources believe that it will be very difficult to
get to the bottom of this unprecedented terror
operation. However, they believe the chief of the
Iraqi SSO is Qusai Hussein, the dictators son, and
his organisation is the most likely to have been
involved. 

Mughniyeh, 48, is a "sick man", says an intelligence
officer who was in charge of his file. He is
considered by Western intelligence agencies as the
most dangerous active terrorist today. He is wanted by
several governments and the Americans have put a $2m
reward on his head.

It was the assassination of one man in March 1984 that
is said to have made Mughniyeh the CIAs most wanted
terrorist. Mughniyeh allegedly kidnapped the head of
the CIA station in Beirut, William Buckley. The
kidnapping triggered what later became known as
Irangate, when the Americans tried to exchange
Buckley (and others) with arms for Iran. However, the
attempt ended in a fiasco. By one unconfirmed account,
Mughniyeh tortured and killed Buckley with his own
hands. 

A year later, in a combined CIA/Mossad operation, a
powerful car bomb went off at the entrance to the
house of Hizbullahs spiritual leader, Sheikh Muhammad
Hussein Fadlallah. Seventy-five people were killed.
One of them was his brother. Hunted by the CIA and the
Mossad, Mughniyeh hid in Iran. 

In February 1992, Israeli helicopter gunships attacked
the convoy of the then head of Hizbullah, Sheikh Abas
Musawi, in South Lebanon. Musawi, his wife and
children were killed and the revenge attack followed a
month later. According to press reports, Mughniyeh was
called back into action and, in a well-planned and
devastating attack, his people blew up the Israeli
embassy in Argentina. The building was demolished and
92 were killed. Only last year, after a long
investigation, did Argentina issue a warrant for
Mughniyehs arrest. 

The reprisal for the attack in Argentina came in
December 1994, when a car bomb went off in a southern
Shiite suburb of Beirut. Four people were killed. One
of them was called Mughniyeh, but to the deep
disappointment of those Israelis who planted the bomb
it was the wrong one. Mughniyehs life was saved, but
his other brother Fuad was killed. Mughniyeh waited
for his opportunity for revenge. 

Our Israeli sources claim to see Mughniyehs signature
on the wreckage in New York and Washington. How to
counter this kind of terrorism? "To fight these
bastards you dont need a military attack," said an
experienced Israeli commando officer. "You only need
to adopt Israels assassination policy."

Report: bin Laden treated at US hospital

     PARIS, Oct. 31 (UPI) -- A CIA agent allegedly met with suspected
terrorist
mastermind Osama bin Laden in July, while the Saudi underwent treatment for
kidney problems at an American hospital in Dubai, France's Le Figaro
newspaper
reported Wednesday.
      Bin Laden reportedly checked into the American Hospital Dubai, a
100-bed,
acute-care general hospital, July 4 and stayed until July 14. He arrived
from
Quetta, Pakistan, accompanied by his personal doctor and a close aide --
possibly Ayman el Zawahiri, a leader of Egypt's Islamic Jihad, now bin
Laden's
right hand man, the newspaper said
     . Le Figaro cited a "professional partner" linked to the hospital's
management as its source.
      Besides a stream of local dignitaries and family members, bin Laden's
visitors included a local CIA agent, the newspaper reported. The agent was
widely recognized locally, Le Figaro said, and later told several friends of
the meeting.
      The alleged American spy was called back to the CIA's McLean, Va.,
headquarters July 15 -- a day after bin Laden checked out, Le Figaro
reported,
citing "authorized sources."
      Why bin Laden would have met with a CIA officer -- or vice versa -- is
unclear. Even before the Sept. 11 attacks on the United States, the Saudi
millionaire figured among America's top terrorist suspects, blamed for
several
earlier plots against U.S. targets, including the 1993 World Trade Center
bombing.
      But the French newspaper asserted CIA-bin Laden links stretched back
years, and appeared to suggest bin Laden gave the agency information
regarding
future terrorist strikes.
      "The Dubai meeting is therefore a logical follow to a "certain
American
policy," the newspaper said.
      In particular, the newspaper noted that just two weeks after bin Laden
checked out of the Dubai hospital, United Arab Emirates security agents
arrested the alleged mastermind of a plot to blow up the American Embassy in
Paris. The suspect, a French-Algerian named Djamel Beghal, earlier confessed
to receiving his orders from bin Laden, according to French news media
citing his written confession.
      An American diplomat in Paris refused to comment on the Figaro
article, or on reported allegations of an emergency meeting in Paris in
August, between high level French and American intelligence officials.
      "We're just not comment any of that stuff," he said. "We can't talk
about
meetings like that may or may not have happen."
      Le Figaro said bin Laden had serious kidney problems, and reportedly
had a dialysis machine imported to Afghanistan last year. Citing a March
2000 report by Asia Week, the newspaper said bin Laden's illness stemmed
from "a renal infection that has spread to the liver, and needs specialized
treatment."
      The head of the Dubai hospital's urology department, Terry Callaway,
reportedly refused to answer questions about bin Laden's alleged stay. Radio
France reported Wednesday the American hospital has denied bin Laden was
treated there.

     PARIS, Nov. 1 (UPI) -- Radio France International offered additional
details Thursday of allegations that terrorist suspect Osama bin Laden met
with
a CIA officer in the United Arab Emirates in July.
      The CIA has dismissed as "total absurdity" a report carried Wednesday
by
Radio France and by France's Le Figaro newspaper, alleging that a CIA agent
met
with bin Laden at a Dubai clinic, where the suspected terrorist was
reportedly
treated for kidney problems.
      The clinic, said to be the American Hospital in Dubai, also denied bin
Laden had been a patient. The American Embassy in Paris has not commented on
the report.
      The Paris-based International Herald Tribune suggested the erroneous
information may have been leaked by opponents in France to the U.S. military
campaign in Afghanistan.
      "Disinformation may have been planted ... to suggest a continuing
covert
linkage between the CIA and bin Laden," a French intelligence source told
the
Herald Tribune.
      Nonetheless, Radio France International, for one, said it stood by its
report. In a follow-up Thursday, the French radio station identified the
alleged CIA agent as Larry Mitchell, "a connoisseur of the Arab world and
specialist of the (Arab) peninsula."
      Mitchell's business card identified him as a "consular agent," the
radio
said. In fact, RFI alleged, he was a CIA agent and a prominent fixture in
Dubai's expatriate community. According to both the radio and Le Figaro,
Mitchell was recalled to the CIA's headquarters in McLean, Va., on July 15.
      The radio also gave the precise date of Mitchell's supposed encounter
with bin Laden -- July 12, two days before the Saudi dissident reportedly
checked out of the hospital.
      Neither the Figaro, nor Radio France offered independent confirmation
of
the report. The radio station also cited no source for its latest
allegations.
Earlier, the Figaro said its story was leaked by a partner of the hospital's
management.
      In an interview published Thursday in Le Figaro, Arab specialist
Antoine
Sfeir said he was not surprised on the alleged CIA-bin Laden ties.
      "Bin Laden maintained contacts with bin Laden until 1998," Sfeir said.
"Those contacts didn't end after bin Laden moved to Afghanistan. Until the
last
minute, CIA agents hoped bin Laden would return to U.S. command, as was the
case before 1998."
      Sfeir also maintained the information about the CIA-bin Laden
connection
had been in circulation for the past 15 days.

The following committees need to update their next meeting on the MAPC

Media, Education &amp; Outreach, Policy, Action, Communications

I see that some of the committees are putting their meeting announcements
on their committee pages, which is great, but don't forget to put it on
the meetings page too. Furthermore, it's nice for the committees to put up
their minutes so we all can see what's happening.  To do that you can make
a new Wiki Page, but don't call it "Minutes" or "Oct17Minutes" because it
is not clear which committee that is.  Instead try a name like
ComOct17 or PolOct17 or something like that.

Great to see people being active!  We need to spark up some discussion
about our Nov. 17th Action.  It's not something for the action committee,
it's a full mobilization of the MAPC.  What are each of the committees
doing to participate?  As a member of the communications committee, I'm
going to make this "Editable Page" (or Wiki Page) that the different
committees and rogue individuals can centralize discussion:

Hi Everyone,
    This week is an important time to recruit more participants for the
Friendship Fast.  To that end, posters have been printed up and will be
available at the UW Greens Infoshop in University Square.  Please stop by
there and pick up a few to put up in your classrooms, on campus, downtown,
at
work, wherever you can think of.
    If you are willing and able to help out for a couple of hours, we will
be
meeting this Thursday and Friday at 5 PM at the Union to go out postering
and
chalking.  More importantly, we're going to be tabling in the dorms at lunch
and/or dinner time this Thursday and/or Friday, depending on how many people
we have.  Please let me know right now when you are available, and if you'd
rather table or poster, so I can figure out if we have enough people.
