Hello all,

Look on the bright side - now we know where Kohl stands on the bill
(bastard)...

Seriously, I think it's important to give our Congressional delegation
feedback on how they DID vote, as well as how we'd LIKE them to vote on
future bills. So, I think calls to Kohl's office expressing our
disappointment are totally in order, especially given all the info against
S.1510 we presented to his office Tues morning. And we should thank Feingold
for his lonely dissent (apparently they've been getting lots of negative
calls).

Speaking of Feingold, I finally (FINALLY!) just heard back from his office
regarding setting up a meeting. It's set for Mon, Oct 22 at 10 am in his
Middleton office. They took a while in getting back to me b/c they were
trying to coordinate schedules with the relevant DC aides - so, we'll be
meeting in person with local staff, and simultaneously with DC staff by
phone.

I'd like to suggest we meet before the next general MAPC meeting - say 5:45
Tues 10/16 in the Memorial Union, in the same room where the 6:30 general
MAPC meeting will be. If that room is occupied, let's meet in the good old
Paul Bunyan room. How does that sound?

A few suggestions:
    We should draft a Congressional action alert for the larger group, with
talking points (including info on past votes of our reps and pending
legislation) and set a day for people to call (it makes a bigger impact on
offices that way). We can discuss what to include Tues night.
    Although there's a lot we should continue to do on the Congressional
level, I think it'd be good to come up with a plan for getting our city
council to pass a sense resolution for peace, in protection of civil
liberties, etc. We'd need to check to see if anything's been passed since
Sept 11, figure out who on the Council to approach, talk with them about
what's the best angle to take. Once we decide how to proceed, we can draw up
a petition in support of the resolution.

Dear Congresswoman Pelosi,

As a San Francisco resident who is committed to working for peace, I am
writing to express my grave concern over the Bush Administration1s ongoing
war in Afghanistan.

I appreciate your long record of advocacy on behalf of populations suffering
under military repression world-wide, and with that history in  mind I call
on you to oppose the Bush Administration s disastrous air war.  I regret
that you did not choose to vote with Barbara Lee in opposition to the
resolution granting President Bush unilateral power to wage war on those he
suspected of complicity in the horrific September 11 attacks.  As do many
friends and colleagues I have talked with this week, I support a longer
term, less homicidal  effort to apprehend those accused of helping support
the attacks on New York and Washington (who should be tried in a tribunal in
the Hague or elsewhere) .

It is clear to me, and to a growing number of people in San Francisco, that
bombing is not the answer.

Jean Ziegler, the United Nations special rapporteur on the right to food,
sees the U.S. food drop as "totally catastrophic for humanitarian aid"
because it links such aid with military operations, and warns that the
indiscriminate "snowdropping" of food could lead hungry children into mine
fields. This week Ziegler argued on KPFA radio that "only stopping the
bombing will allow aid to reach the starving," and cited UN figures showing
that more than seven million Afghans rely on international humanitarian aid,
and are therefore at grave risk if bombing continues.  With Afghanistan1s
famously severe winter approaching in November, the future of these
civilians deserves to be given much greater priority.

This week retired Army Col. Bob Rheault, a former Green Beret, told the San
Francisco Chronicle that "you don't solve the problem by going out and
killing their innocent civilians... the one thing we must not do is to
further inflame the Muslim world."

It seems clear that bombing civilians will only provide further fuel for the
kinds of homicidal rage that killed more than 5,000 innocents in New York on
September 11. Such slaughter of civilians is also morally wrong, no matter
how many times President Bush assures us that they were killed by a "fight
against evil."

Thank you for your attention on this crucial matter.  Please resist the
fear-mongering that the Bush White House is using to advance an agenda
antithetical to global peace; instead, stand up for a sane alternatives to
widening this war.

The media is saying that the US has sent ground troops into Afghanistan. We
had planned on a 5pm action on the capitol in response to this. I think we
should go ahead, but given all the other things we are doing, we should keep
it simple.

I propose we just have a picket line. The following things need to be done:

Get an announcement out to WORT to build the action.
Get a bullhorn.
Put together a sheet of chants.

What do you think?

Unfortunately, I am walking out the door to go to work, so I can't help on
this. Given the fact its a work day, I suspect alot of other people are in
the same boat. Can someone step up and run with this?

sorry for the 'inkling of love and respect' trumpeting.  it was self righteous and written in a moment of nervousness.  i do not put myself in the same bracket as you, because i wasn't in n.y.u and haven't had to personally pick up the pieces and give endless support in any which way i can.  again, i apologise.  the mail i sent you was never directed to the people of america but to the political magnate that began in the nixon era and has somehow found it's way back.   i wonder who in the world really remembers the 6+ thousand lives lost on sept 11 other than the new yorkers who lived it and are still living it?  our attention has been turned to 'the war against terrorism' and people (myself included) forget because nobody understands why we are really there in afganistan?  the question still remains who and why did sept 11?  it's probably a question you've asked yourself hundreds of times, but will there ever be justice for the people of n.y.u and and the lives lost in iraq for the past 10 years and the lives that are going now in afganistan?   what is really going on?  that's all.  i will no longer disturb you, i hope all is well and goes well with you.

"Each and every day, I am humbled to serve as a Member of the United States Congress... humbled by the honor of representing my constituents . . . humbled by the privilege to serve this great country.  I love this country.  I cherish our freedoms.

"I have great regard for the leadership and courage that has been demonstrated in these chambers throughout our nation's history, from its birth onward.  Time and time again, our nation has risen to the challenges posed by evil, violence, intolerance and injustice.  These were challenges of immense proportions.  We did not shrink from them.

"Of course all of us hoped that these sorts of challenges, these attacks on our very own soil, were a part of our nation's history, not our nation's present or future. 

"Most Americans, yesterday and today, saw television images that will be indelibly inscribed in their minds and consciences.  In New York, Pennsylvania and our nation's capital, other Americans witnessed these tragedies first hand.  Our nation and our nation's families have suffered unimaginably from the unspeakable evil acts of yesterday.  And we will not shrink from this challenge, either.

Hi everybody,

I just heard on the evening news that about 100 special forces have started
engaging in combat in the south of Afghanistan.  Pentagon is refusing to
confirm but the information comes from a high-ranking US official.
Since this just came in (5:30 p.m.) I propose we start organizing an
emergency action for tomorrow. I support the suggestion of having a picket
line, but an old-fashioned rally is also good. (What would be better for a
Saturday afternoon?)
I feel bad for discouraging everybody from having the action today, but I
was operating on information I had at that time, though I don't doubt they
started the action in the south earlier than 5:30 this evening.

Action Committee: I propose we stay with the same division of duties as we
arranged at our planning meeting, except that if we are going to have a
rally with speakers that we get some suggestions. I have a feeling x
is not interested in speaking at these rallies - she told me
recently that she just "didn't feel like it" for the first emergency rally

I'm going to agree with much of what x says (and ignore for the moment
the parts I disagree with, since they aren't really relevant to the question
of holding an emergency action today).

It appears that we are entering a period of small hit-and-run special forces
attacks on the ground.  While this is a "new phase" of the war, I'm not sure
it's a significant escalation over the air war. When I contemplated an
emergency action in response to a special forces deployment, I was thinking
of something like a simultaneous deployment of 5000 troops for combat
throughout Afghanistan.

And, given the low traffic level on these lists, it seems pretty clear that
the membership base of this organization is not interpreting this as a
significant escalation demanding an emergency response.

I think x was right on target when he said that emergency rallies should
be designed  "to channel a spontaneous response from the people" rather than
to "attempt to drum up a response."

Pulling together an emergency rally requires a lot of effort and disruption
of our lives, and puts a lot of stress and strain on the organization.  A
failed "attempt to drum up a response" runs the risk not only of burn-out
but also of a lackluster turnout (in comparison to the last emergency rally,
where there was a "spontaneous response from the people") giving the
impression that opposition to the war is fading away.

I would like to see us develop a range of less demanding ways to respond
quickly to developments which don't rise to the level of an "emergency", but
I fear it's too late to do that in response to yesterday's events.

Setting up a picket line is a good suggestion, but the symbolism of a picket
(in my mind at least) is that it targets the location where it is held.
That would mean moving it to a federal location rather than the State
Capitol.

Another immediate response -- Education rather than Action -- would be
mobilizing a couple dozen leafletters &amp; table-sitters to State Street and
oither locations to distribute literature specifically writen in response to
the most recent developments.  (This would of course require that we have a
process for producing such literature, but that is another story.)

I think if we were doing the sort of 24/7 work that x suggests, we could
work out the specifics of that work on a daily basis to respond to new
developments as needed.

Hi - I agree it looks good, and agree with X that all which may sound
supportive of bombing should be deleted.  Re: the MASS STARVATION part, how
about that quote the X shared on Tues about the 100,000 children
which will die because of the bombings thus far, according to UNICEF.

This resolution is very specific to Afghanistan, does anyone think we should
make it more broad, yet specific toward US response to Sept 11?

Thanks for working on this, X!  It looks really good.  My suggestions
are below - the biggest one being that we should NOT include anything that
might be construed as supporting or even tolerating the U.S. bombing of
Afghanistan.  I realize that we won't be able to get the Council to call on
the U.S. to stop bombing, and think focusing on the humanitarian crisis is a
great strategy, but let's think about how we can word the resolution so that
it's more in line with the "peace and justice, not war and revenge" point of
unity.  The Alders can also advise us about what's politically do-able.

let's try to push this to a Council vote quickly.

The war in Afghanistan is far from over.  It simply has moved into a new
phase since the US has not succeeded in pacifying the country and

massacres and the starvation, will continue as will the inter-ethnic
violence.  The Taliban has retreated but is not finished.  And neither
is the US strategic project for the region.

The "peace movement" must not be lulled simply because the B-52s have
stopped for now. Or simply because women can move about in relative
freedom, and men can shave and fly kites in Kabul.  The work of the
School of the Americas goes on and the new repressive legislation, the
war against domestic dissent passed in the name of a "war on terrorism,"
will continue well into the future.

It is VITALLY IMPORTANT that we get a large turnout at MATC/TRUAX on
Saturday!  Continue to spread the word and do come!

A Future Veiled in False Hopes

Twelve years ago, I was astonished by what I found on a trip from my
native
Pakistan to Afghanistan. I couldn't have imagined a neighboring Muslim
country
with so many women in public places. Each morning, the Afghan capital
was
abuzz
with young professionals on their way to work, most dressed in Western
clothes
and some even in miniskirts and high heels as they vied with their
fashion-conscious counterparts in Paris. Kabul University, where I saw
more
female than male students, was another surprise. But even then, the
occasional
gunfire and bomb blasts in the city -- ruled by Soviet-supported
President
Najibullah -- were a reminder that these freedoms could prove elusive.
Young
women on campus, clutching their notepads in the streaming February
sunlight,
told me apprehensively, "If the mujaheddin take over, they will force us
to
veil."

The encumbering full-lengthburqasthat women now have to wear have become
a
symbol for Westerners of the ruling Taliban government's oppressive
policies.
Even President Bush acknowledged as much last week when he condemned the

current regime under which "women are imprisoned in their homes, and are

denied access to basic health care and education." But it would be an
oversimplification to imagine that simply ousting the Taliban will
restore
basic human rights to women there. Indeed, in its determination to use
whatever means necessary to destroy Osama bin Laden and his al Qaeda
network, the administration is in danger of exacerbating the rivalries
among Afghanistan's tribes, whose practices are shrouded in traditions
few
Americans comprehend.

Even though there has been much talk in the West about how to establish
a
broad-based post-Taliban government that would guarantee the rights of
women and ethnic minorities, the United Nations has not seriously begun
addressing the role of women in any future form of government. If
history
is any guide, neither a government led by the exiled former king,
Mohammed
Zahir Shah, nor one dominated by the Northern Alliance would readily
grant
women freedom. Instead, the dramatic changes in women's fortunes over
the
past century are testimony to their fragile position in Afghanistan's
oft-rent social fabric.

I got a clear sense of that during my 1989 visit. Although many Afghan
women I
spoke with expressed trepidation about a takeover by Islamic
fundamentalists,
they could not have predicted how oppressive their lot would soon
become.
After
all, they grew up in a relatively liberal Muslim society; many in Kabul
and
Kandahar had working mothers -- nurses and doctors, engineers,
journalists,
factory workers and, of course, teachers. Soviet forces had withdrawn
from
the
country just two weeks before my arrival, and the question foremost on
everyone's mind was whether the Soviet-backed Najibullah government
would
survive the onslaught by the Islamist radicals.

As if anticipating his eventual death at the hands of Taliban
fundamentalists,
the embattled Najibullah was clearly taking no chances -- and he was
even
recruiting women to help him. At a training school in Kabul, I came
across a
female trainee reserve force engaged in combat exercises. They told me
that
their job was to arrest and hand over mujaheddin suspects to
authorities.
They
knew full well what a formidable force the mujaheddin had become. With
their
most radical factions in Northern Pakistan, they were receiving millions
of
dollars' worth of arms from the United States, funneled through
Pakistan's
military ruler, all directed at the goal they would accomplish a few
years
later  -- removing Najibullah from power.

I asked Afghan officials then whether such threats of future instability

might
put women's freedom on the line. The president of the Afghan Women's
Council at
the time, Massuma Esmaty Wardak, argued that, on the contrary, women's
emancipation was deeply rooted in Afghan history. She pointed out that
the
country's most famous reformer, King Amanullah, who was inspired by
Turkey's
secular nation builder Mustafa Kemal Ataturk, encouraged sweeping
changes for
women in the early 20th century. He introduced Western dress, she
pointed
out,
sent girls to study abroad, banned the sale of women, raised the
marriage age
and abolished the tribal custom known as levirate (where a widow is
obliged
to
marry her brother-in-law).

What Wardak and others I talked to failed to mention was that King
Amanullah was ousted in 1929, after a brief reign, when conservative
tribesmen revolted
against his liberal policies. Thereafter, King Zahir Shah, Afghanistan's

longest-reigning monarch (1933-1973) -- whom the U.N. has now selected
to
head
the post-Taliban government -- slowed down the changes for women. Yes,
women
came to enjoy greater liberation than in some other Muslim countries,
but
encouraging freedom also risked provoking a backlash from the
conservatives.
Ever since, the role of women has continued to reflect the volatile
nature of
Afghan society -- and of the dangers of trying to alter traditions by
imposing
outside standards on the people.

The Soviet occupation that followed the
bloody
communist Saur Revolution in 1978 attempted to force top-down changes in

Afghanistan. Peoples Democratic Party of Afghanistan (PDPA) workers
fanned
out
into the villages to stop Afghans from selling their daughters and
coerced
the
girls instead to go to school. Conservative tribesmen retaliated by
murdering
PDPA workers. These changes also triggered a vast exodus of Afghan
tribes.
Some
3 million Afghans fled the country. Many of those who grew up as orphans
of
war
in Pakistan's refugee camps have become today's Taliban; others are that

regime's fiercest critics.

The most militant Islamist groups who resisted the Soviet influence
banded
together under mujaheddin leader Gulbuddin Hekmatyar in Peshawar,
northern
Pakistan. They objected fiercely to Muslim women not wearing the veil
and to
their working outside the home. Some of his supporters threw acid on
women
wearing Western dress in Kabul. When I interviewed Hekmatyar in Karachi
in
1986, I was surprised to find a soft-spoken man who was fluent in
English.
But his supporters included Pakistan's Jamaat-e-Islami, the radical
Islamist party that enforced gender segregation at Karachi University
with
acid attacks on female students. (This group has now given an ultimatum
to
the Pakistani government to stop supporting the U.S.-led anti-terrorist
coalition or be overthrown.)

Hekmatyar has refused to join the Northern Alliance now backed by the
United
States in its battle with the Taliban. But many other mujaheddin leaders
are
members of that alliance, and even less radical ones than Hekmatyar
punish
women who refuse to wear a burqa. The tribal beliefs in the submission
of
women go far beyond the Taliban.

The stability that the Taliban offered when it snatched power from the
warring
mujaheddin in 1996 came at a further cost to women. Made up of ethnic
Pashtuns,
the Taliban enforced the strict Pashtunwali code of honor that requires
women to be treated as the property of their men. The militia
barredwomen
from working in the professions. Without female teachers, schools soon
closed. The Taliban issued a decree that forbade all girls from going to

school. Women who organized the early protests against the ragtag
militia
were beaten back. Only two ways of earning a living were left open to
them
-- beggary and prostitution.

Last week I spoke with two Afghan women who have been helping refugees
as
U.N.
staff. They told of women's isolation, cowering in their houses behind
darkened
windows so that they cannot be seen from the street. Few can read. Many
are
depressed. Nafisa Nezam, who was in Northern Afghanistan until last
month,
said
that the Taliban have "brought about a new interpretation of 'jihad' to
mean
fighting women who wear lipstick, nail polish and jewelry." Some have
reputedly
had their fingers cut off for painting their nails.

There have been some brave voices of dissent. Afghan women in Pakistan
have
banded together as the Revolutionary Association of the Women of
Afghanistan
(RAWA). The group's members told me in Islamabad in 1999 that they lived
in
mortal fear of being discovered. They know how the extremists treat
women who
dissent. RAWA's founding president, Meena, was murdered in 1987 --
allegedly by
the mujaheddin -- for speaking out against the fundamentalists.
About half of the 4 million or so people who fled Afghanistan over the
past
20
years are women, and many of them would love to return to their home
country
once the Taliban is overthrown. Among them, Tahira Shairzai, a former
schoolteacher in Kabul who now works in the United States, told me she
favors
the U.N. choice of an interim government headed by King Zahir Shah. The
86-year-old exiled monarch shares Pashtun ethnicity with the Taliban,
but
he is
popular because he treated ethnic groups even-handedly during his
40-year
rule
of Afghanistan. Tahira also holds out hope that the Northern Alliance,
which
allows girls' schools to remain open in the area it controls, will take
a
positive attitude toward working women.

However, the past behavior of the Alliance leaders offers little
indication
that women's rights will be taken seriously under the next regime. A
mishmash of conservative and more moderate tribal leaders, the Alliance
is
united for the sole purpose of combating the Taliban. A recent meeting
ofanti-Taliban leaders in Peshawar demonstrated that women's rights do
not
figure in their
deliberations.

What's more, as U.S. bombs hit civilians, the Pashtuns are becoming even
more
radicalized. The United States has had little success in wooing moderate

Pashtuns away from the Taliban -- a move that the administration
recognizes
is
necessary not only to win the current war but because Afghanistan's
future
stability depends upon cooperation among tribal factions. As the U.S.
bombing
continues, thousands of armed Pashtun tribesmen are gathering on the
Pakistan-Afghan border to fight alongside the Taliban.Political analysts
I
have
spoken with in Pakistan predict that even if the Taliban is routed, it
will
likely withdraw into the hills and fight the new government. Moreover,
the
Northern Alliance could plunge into internecine strife.

So although there is no doubt in my mind that women will fare somewhat
better if the Taliban is overthrown, I wonder what comes next. Unless
there
is a means of ensuring durable peace, women's rights do not have a
fighting
chance in
Afghanistan.

A RESOLUTION regarding the urgent need to provide emergency humanitarian assistance and development assistance to civilians in Afghanistan, including Afghan refugees in surrounding countries.
SPONSORS:       [Alders names here.]
WHEREAS,        a disastrous humanitarian crisis is underway, with an estimated 7.5 million people in Afghanistan facing critical food shortage or outright starvation this winter; and
WHEREAS,        70 percent of these people are women and children, and the UN estimates 400,000 children under five will likely die this year, an increase of over 30 percent from last year; and
WHEREAS,        food aid shipments have been disrupted because of U.S bombing in Afghanistan; and
WHEREAS,        the aid agencies active in the region, including the Nobel laureate Doctors Without Borders (MSF), Oxfam International and the World Food Program have stated that the U.S. food
drops can not meet the increasing and urgent need for assistance; and
WHEREAS,        Madison now participates directly and indirectly in U.S. military efforts through many channels, including the federal taxes its citizens pay, and through its citizens' participation in the armed forces; and
WHEREAS,        the Mayor and Common Council are appalled at the mass starvation that will result from these actions to which they are a party if the situation is not speedily addressed; and
WHEREAS,        The Mayor and Common Council deplore the dishonor such an outcome would be for the victims of the terrorist attacks of September 11th;
NOW, THEREFORE, BE IT RESOLVED THAT the Mayor and Common Council urge a resolution to the situation that minimizes loss of life; and
BE IT FURTHER RESOLVED THAT humanitarian concerns must now be a top priority for U.S. policy toward Afghanistan, especially as there exists a narrow window of opportunity for supplying food to the region's population before winter makes this difficult or impossible; and
BE IT FURTHER RESOLVED THAT Afghanistan's neighbors should immediately reopen their borders to allow for the safe passage of refugees, and the U.S. and other members of the international community must be prepared to contribute to the economic costs incurred by the flight of desperate Afghan civilians; and
BE IT FURTHER RESOLVED THAT the United States must actively support the work of various agencies to deliver assistance in Afghanistan, particularly through overland truck convoys, and support safe humanitarian access to affected populations, in partnership with humanitarian agencies in quantities sufficient to alleviate a large scale humanitarian catastrophe; and
BE IT FURTHER RESOLVED THAT the United States should contribute to efforts by the international community to provide long-term, sustainable reconstruction and development assistance for the people of Afghanistan, including efforts to protect the basic human rights of women and children; and

Hi X and Policy folks -

My general comments are:

  1 - In addition to drafting this resolution, I'm guessing that you've
thought a lot about strategy for getting it passed.  It WILL set off a
firestorm, promoted by the State Journal and the radio shock-jocks with
their newfound local political power.  You will definitely want to develop a
full-court press on this in conjunction with friendly Alders.  One idea
might be to send folks to the Common Council meeting PREVIOUS to the meeting
at which you intend for this
resolution to be introduced to demand an explanation as why the Common
Council hasn't already acted.  Then you could get Alders to introduce it -
in response - to the requests.

  2 - The following are Progressive Dane Alderpeople.  We have 8 of 20 seats
on the Common Council.  These are your most likely bets for sponsors of such
a resolution.  Three of these are also Greens (Konkel, Powell, Jarrell).
Additionally, two alders used to be Progressive Dane but are not any longer.
Still, they vote with our people most of the time and are generally fairly
decent:

3 - I would come up with another working title for the resolution that is
much shorter - i.e. - "Defense of Victims Resolution" or something like that
- to frame the issue the way you want it framed ahead of time.

4 - The resolution should be changed wherever it read "the United States" to
be Madison-focused.  In other words, for example:

. . . BE IT FURTHER RESOLVED THAT the the Madison Common Council calls upon
the federal government to contribute to efforts by the international
community to provide long-term, sustainable reconstruction and development
assistance for the people of Afghanistan, including efforts to protect the
basic human rights of
women and children; and

Also - remove references to the "people of Madison" and replace them with
Madison Common Council.  I'm just thinking about what phrases could be used
as ammo by the rightwing locally.  They will say (1) Madison shouldn't set
foreign policy- so we should say Madison is urging the Feds to change policy
- and they will say (2) How dare the Common Council speak for "the people of
Madison" - so we should just say the "Common Council" is making this
resolution on our behalf.
They will also go nuts about patriotism and everything else, but there's
nothing we can do in the language about that, except perhaps to repeatedly
state that the current U.S. policy is contrary to the best American values.

5 - Add some whereas' about Annan and the UN and even (according to WORT
tonight) Russ Feingold calling for a halt to the bombing so that supplies
can get in - and mention the bombing of the Red Cross warehouses.

If you have a car and are goping to the "Peace Parade" at MATC/Truax on
November 17th, would you help getting people there?  The idea is to have
two pick-up locations:  One at the UW memorial Uniuon and one at Willy
Street Co-op.  We want to provide rides for those without vehicles and
reduce the number of cars that have to go out to the north side.  We would
ask those needing rides to come to one of the "pick-up points" @ 11:30
where they'll be able to hook up with people driving to the gathering.

Thanks for doing this. I would change the first paragraph to the following
for readability:

The main decision-making body of MAPC is the General Meeting. (moved this
next sentence forward from end of paragraph; seemed to flow better) The
Coordinating Committee ensures that the decisions of the General Meetings
are implemented. The General Meeting sets the politics and the overall
direction of MAPC.  The Coordinating Committee takes its direction from the
General Meeting, and is accountable to the (deleted general) membership. All

Here is the CC mission, combining X's original plus what we added/changed:

Senate Approves Broad Anti-Terrorism Legislation

The U.S. Senate approved far-reaching anti-terrorism legislation late last
night, rejecting efforts to limit the measure's impact on the privacy and
civil liberties of American citizens.  The Uniting and Strengthening America
Act (S. 1510) was the product of negotiations between the Justice Department
and the Senate leadership. In an unusual departure from normal legislative
procedure, the bill was sent directly to the full Senate without any debate
or consideration by the Senate Judiciary Committee.  Sen. Russell Feingold
(D-WI) and other colleagues, including Paul Wellstone (D-MI) and Maria
Cantwell (D-WA), unsuccessfully attempted to have the Senate vote on three
amendments designed to minimize the impact on civil liberties.  "What have
we come to when we don't have either committee or Senate deliberation or
amendments on an issue of this importance?" Feingold asked.  "Each of us
cares as much as anyone in this room about the fight against terrorism, but
we want to make sure we don't go beyond that goal and intrude on our civil
liberties."  The unamended bill was approved by a 96-to-1 vote, with
Feingold dissenting.

The Senate bill contains most of the controversial provisions contained in
the initial Justice Department anti-terrorism proposal, including:

- Expansion of "pen register" authority to Internet communications,
permitting law enforcement monitoring of "routing" and "addressing"
information upon a mere showing of "relevance" to an investigation with
virtually no judicial oversight.  This new authority will likely increase
use of the FBI's Carnivore system.

- Authorization of "roving wiretaps" for intelligence surveillance, allowing
the issuance of "generic" court orders that could be served on any
communications facility (including universities and public libraries) that a
surveillance target might use.

- Approval of government monitoring (without judicial authorization) of the
communications of "computer trespassers," even in some circumstances where
the affected user has permission to use the computer system.

-  Authorization of searches without notification to the targeted individual
("secret searches"), in effect allowing police break-ins to private homes
and offices.

- Relaxation of existing limitations on the sharing of surveillance and
other information between law enforcement and intelligence agencies,
removing long- standing protections designed to prevent government
investigative abuses.

The House of Representatives is scheduled to consider its anti- terrorism
bill, the PATRIOT Act (H.R. 2975), today. That measure was approved by the
House Judiciary Committee after deliberations that marginally limited some
of the most expansive powers contained in the Justice Department proposal.
The House bill, for instance, does not contain a "secret search" provision.
Significantly, it contains a "sunset" clause that would terminate new
surveillance authorities in two years unless they are reauthorized by
Congress.  The administration is attempting to have the House consider the
Senate bill in lieu of the legislation drafted by the House Judiciary
Committee.

Here is what I have so far for agenda.  These are mostly left from the last
meeting.  If you have additional items, please send to me by Sunday noon or
bring with you to the meeting.  These are not in any particular order at
this point.

- Purpose/mission for cc (bring your proposals)
- Approval of previous meeting minutes (may be moot point as they are posted
already)
- Additional at large members selection (bring your proposals)
- GM meeting - select facilitators
- GM meeting - prepare agenda
- GM meeting - seems like location will be back up for discussion
- GM meeting - how much should we pay for meeting space
- Being proactive for emergency actions
- Funding (not sure of the exact issue, left from last meeting)
- International Solidarity

I had an action item to compose a Welcome document to distribute at the
meeting, I will bring this for commentary.

We will need someone to take notes.  I can bring my laptop, but won't be
able to both take notes and facilitate at the same time.

X, do you have another outie from Arts that needs to get added to this
mail list?  Otherwise, please pass on to whomever will be representing Arts
at the meeting.

Sorry about the confusion, I thought that the coordinating committee 
already knew the new outies. Right now the task will be divided between 
Kathleen and Virginia (at least as far as I know).  I'm cc-ing this e-mail 
to them so they can correct me if I'm wrong and also as a reminder that 
they sign up for the Coordinating Committee e-mail list (if they haven't 
done so already).
