Hi Everyone,    The Policy Committee continues to push to get a peace resolution debated in the Common Council, but will not have concrete progress to report tomorrow night.    We have been very actively contacting the progressive alders, but now we need to step back for a day or two (again) to give them a chance to respond.    A common reaction from the alders is that it is problematic to introduce a resolution that gets only a few votes.  This could send the message that the city isn't for peace, or jepardize future resolutions on the same issue.   So our proposed resolution may end up being debated after Thanksgiving if at all--we'll know soon.    It's interesting.  One school of thought seems to be that even introduction of a resolution is positive since it generates debate.  Another school is that some collegiality among progressive alders must be preserved, divisiveness must be avoided, and you don't want to waste political capital on something that has no chance of passing.    What do you think?    Should we do a County resolution, too? Hi,    I'd like to help arrange letter-writing on the 11/6-7, if you think that's a good idea.    I'm on the MAPC Policy Committee, and I wonder if it would be appropriate to have letter-writing to Congress people as a companion activity at any of the Student/Youth Caucus campus events on these days?    Mailing letters per se might not be feasible.  Today I called Feingold's and Kohl's offices, and that's what they said.  Fax, phone messages, and e-mail are acceptable though.  I thought we could take resulting letters and hand-carry them to the local Congressional Rep. offices.  Or we could fax all the letters.    We would keep count of the letters and post that number on the MAPC web site, to help us feel the strength of our movement.    The reason I like letters is because people can put their feelings into their own words, and that sends a powerful message to Congressional reps about how their Constituents want them to vote.    If we ask people to go home and e-mail their Reps, they might forget.    If practical, I'd also like to have a cell phone on hand, or a pay phone with phone card available for people to phone Reps on the spot.  We would keep count of these calls too.    I can assist in the following ways:  preparing sample letters, preparing posters and labels, labeled boxes for each Rep, bringing envelopes, paper, and arranging to get the letters to the Reps afterward.  Since there's no "Stop the War" bill that I know of yet (I'll check), we'll be asking people to write that general message in their own words.  We'll supply several sample phrasings of course.    Unfortunately, I work during the day and probably will be tied up on the evening of 11/6.  So we'd need to designate other individuals to announce the letter-writing at each event, be there to keep track of everything, and round up the letters as people leave.    The way I imagine this is that even short letters that people dash off right before the lecture begins, or just as they leave can get their point across.    The people who attend these events are already pretty motivated.  We're just helping to turn this into political impact.    Let me know what you think of this idea.    If so, please provide feedback on the number of people expected at each event, proximity of pay phones, etc.  Also, do you know anyone who has a cell phone, from whom we could economically buy local minutes?  Similarly, fax (perhaps UW Greens has one?).    I'll talk with the Policy committee Sunday night to see if we can't come up with some sample letters. It looks like X is the only available option for the 30th. My concern with that location is that it's quite far from campus compared to some of the other options, which aren't available. Can we think of any other places? Any other ideas? If we book X, we may want to consider organizing transportation for students. I'd hate to lose or diminish our student involvement as a result of meeting location. One thought--we could advertise free rides on our poster (e.g., for free rides, call xx). X, the La Crosse peace group sent me an email today about the anti-war petitioning that they're doing. They want to know where to send their petitions. Could I tell them to send the petitions to you? Even if we don't have a petition campaign yet, it seems that petitioning would fall under the auspices of the Policy committee. I don't want to leave them hanging because they are a small, but dedicated group and really want to work with us. I would think we could funnel these petitions and any others that are collected in the future to the appropriate governmental officials. What do you think? Hi Everyone,    Last night we decided that I would draft a resolution, and all of us on the policy committee would contribute comments on that draft.  Then we could work all those comments in.  After that, we would bring it around to all the alders for their feedback.    To develop the resolution, I looked at Madison's 9/25 resolution condemning the 9/11 attack and expressing sympathy for the victims (http://www.ci.madison.wi.us/council/ccattach/att092501/attack30314.pdf). I followed that format.    For content, I relied on Wellstone's S.172 resolution, which he introduced on 10/18 (last Thursday) and which is in a Senate committee right now.  I tried to simplify quite a bit and make it relevant to Madison.    Here is what I came up with: =============================================================== A RESOLUTION regarding the urgent need to provide emergency humanitarian assistance and development assistance to civilians in Afghanistan, including Afghan refugees in surrounding countries. Beautiful!  Thanks for your work on this, X.  The "Madison now participates directly and indirectly in U.S. military efforts" is a good way to change the wording to state why Madison has the right to comment on these matters, while not expressing support or acceptance for the bombing.  One more suggestion, below. I apologize if this conversation happened at our last meeting (which I missed) but have we discussed at all what sort of changes we'd support and which ones we wouldn't?  For myself, I think it's important that we insist that no language supporting the bombing be added.  There's other possibilities we should think of as well, though they'll likely come up in our conversations with alders. You should contact X and X as well on this.  Tom is on the CC because of an elections screw-up and was nominated because he also represents the same district already on the Dane Co. Board of Supervisors.  He might be more open since he probably won't try to run for CC for the next election. Also, you don't have to have the text ready by Thursday because it can be introduced "By Title Only," which means only the title of the resolution is given at that time and you'll have until the Thursday of tthe week before the Nov. 20 CC meeting to work out the wording.  That's my strong recommendation!
