You could have an alder (or more) intoduce the resolution "BY TITLE ONLY" which would be due at the City clerk's desk by 9am tomorrow.  This means that just the title of the resolution could be given to the Clerk by 9am tomorrow and then the text itself could be worked on before the meeting for Nov. 13 (I doubt since that is budget night; I think we'd want more time for community members speak than they would allow) or Nov.20.  There's no possibility at this point to have it introduced and voted on for the Nov. 6 meeting because that was due at noon today. You could also have it intoduced from the floor of the Council at the end of their Nov. 6 meeting, including text, but again, the voting would be happening Nov. 20. At any rate, this way there should be adequate time for both MAPC and the alders involved to have it figured out.  It would need to be approved by MAPC at the very latest by Tuesday, Nov. 13 since the Clerk would need the complete resolution by noon of the following day. We should speak with X, X and X before any others regarding the "stronger" version.  X and/or X are our best bets and then X, only because a new guy in politics. Surprised?  By Bob Reuschlein,  realeconomy.com,  madpeace.org President's Home State Gets Next Fighter Plane Contract      October 26, 2001.  The pentagon announced today that the F-35 Joint Strike Fighter, a $200 Billion project was awarded to Lockheed's Fort Worth (Dallas) Texas factory, rather than Boeing's St. Louis, Missouri factory.  This continues a long proud tradition of awarding major defense contracts based always on politics and sometimes on merit.  Many presidents and top congressional leaders have built their careers around these two facilities.     St. Louis is the leading military spending city with $7 Billion and has long been at the top of the list, thanks to being in the home state of the first Cold War president, Harry Truman, and the home city of current Democratic congressional leader, Dick Gephardt. Fort Worth has the distinction of being in the home state  of three presidents, Lyndon Johnson and two named George Bush, and one Speaker of the Houses home district, Jim Wright, and in the home state of another Speaker of the House, Sam Rayburn.  In the sixties the F-111 contract had to be bid out three times before President Johnson could award the contract to his home state over what many considered a superior Boeing bid.     Today the Lockheed bid is considered better so Bush can accept the first bid.  Another nominal factor is that a pure military contractor like Lockheed will be more desperate to get the job than a commercial aircraft provider like Boeing that has long had only 20% or 30% of its business in military sales.     Notably, Republican Senator Kit Bond of Missouri is asking the Pentagon to share the production of the F-35 in the future to prevent a monopoly of fighter production by one company.  His odds will be greatly improved, probably guaranteed, if the Democrats retake the House next year and Dick Gephardt becomes the new Speaker.     Other prominent past examples of military pork barreling include the famous Reagan unprecedented peacetime military buildup.  The loot was divvied up three ways, House, Senate, and President, so 30% of the buildup went to Reagans California, and the Speaker's New England did very well as did Senator Sam Nunn's Georgia and Bob Dole's Kansas.     The best fighter craft in the world today are the F-15 produced in St. Louis and the F-16 produced in Fort Worth.  The new contract will add 9000 jobs to Texas. Another important story of the military industrial complex is the Atlanta suburb of Marrietta, Georgia.     All the nation's military airlift capacity produced during the Cold War came from Marietta until Reagan gave some of the business to California.  Former John Birch Society President Norm MacDonald represented that congressional district until he died in the Korean airliner shot down by the Soviets in 1983;  Newt Gingrich was his successor.     When Jimmy Carter was elected President the former Georgia Governor was used to working closely with Georgia's Senator Sam Nunn.  So it was very natural for both of them to be big believers in military airlift capacity.  Naturally, their answer to the oil embargo of the seventies was to build a military Rapid Deployment Force which would be very dependent on airlift capacity.  Later Nunn suggested reducing our 300,000 troops in Germany to 100,000.  George Will speculated that Nunn was moving to the political center to be more acceptable to mainstream democrats put off by this hawk.  But this policy would lead to thousands of more Georgia jobs building the increased airlift capacity necessary to quickly return troops to Germany in a crisis.     These examples and countless more illustrate the phenomena that some states own the military industrial complex while others merely rent it. Owner states like California, Texas, Georgia, Mississippi, Missouri, and Massachusetts gain more than they lose in taxes when there is a military buildup.  Renter states like Illinois, Michigan, Ohio, Pennsylvania and New York pay more in taxes for their average share of the military money than they receive back.  Hence state and regional economies profit or lose dramatically when there's a military buildup or builddown.     This is well known in the high military states but it affects the low military states just as much or more.  The owners profit mightily in a military buildup at the expense of the renters.  As the rent goes up the landlord wins and the tenant loses.  The opposite happens in a military builddown like after the Cold War.  As the rent goes down, the owners suffer and the renters become more prosperous.     No region is affected more than the Industrial Midwest area of the Great Lakes region of the country, the one region farthest from the national average of any:  the West and South are slightly above average and the Northeast is slightly below average, but the Midwest is way below average.  For example, the Midwest prospered after the Cold War ended, with 74% of the national housing boom of  1994.  And they suffer under a military buildup, with 65% of the lost jobs in the last year as the military budget increased $25 billion in fiscal year 2001. The budget was formed in October of the presidential election year, with the huge temptation to trade jobs for votes.  Add another $38 billion increase in the new military budget thanks to the current crisis and the Midwest recession will become a depression.     Every elected president during the Cold War came from an above average military spending state.  Hence the military owner states own the presidency.  And the presidential election resembles more of a military auction as no one dares offend workers in military contractor plants and military aircraft plants seek to have their home state candidate elected president with the resulting lockhold on the military budget.     Oh, the only post WWII elected president to come from a low military state?  Clinton, who came from a high military region, embraced every weapons system on the campaign trail in 1992, and still was violently hated by the right wing as Bush won 90% of the military vote in 2000. Hello, Below is an electronic version (available at www.abffe.com) of a letter recently sent to booksellers nationwide from the American Booksellers Foundation for Free Expression (ABFFE) based in NYC.  It speaks volumes about the climate of fear and imposed political conformity that has been precipitated by the counter-terrorism legislation.  I fear further erosion of our civil liberties lies ahead - don't take anything for granted anymore in this "democracy"... - X, Madison ************************* November 1, 2001 Dear Bookseller, Last week, President Bush signed into law an antiterrorism bill that gives the federal government expanded authority to search your business records, including the titles of the books purchased by your customers. This letter contains our best legal judgment on what you should do if you are served with a court order under the Foreign Intelligence Surveillance Act (FISA). Under the new law, the director of the FBI may seek an order "for any tangible things (including books, records, papers, documents, and other items) for an investigation to protect against international terrorism or clandestine intelligence activities." The request for such an order is made to a judge who sits in a special court that is sometimes called the "spy court." The judge makes his decision "ex parte," meaning there is no opportunity for you or your lawyer to object in court. You cannot object publically either. The new law includes a gag order that prevents you from disclosing "to any other person" the fact that you have received an order to produce documents. ABFFE is deeply concerned by the potential chilling effect of court orders issued to booksellers under this new law. Normally, when a bookseller receives a subpoena for customer information, he or she has the opportunity to ask the court to quash the order on First Amendment grounds. In several cases, booksellers have successfully resisted subpoenas. Under FISA, however, booksellers may not have this chance. Depending on the wording of the order, the bookseller may be required to immediately turn over the records that are being sought. Nevertheless, ABFFE's advice to booksellers who receive a court order under FISA remains the same as it is to those who receive a subpoena. The first thing you should do is call your attorney. Then, either you or your attorney should contact ABFFE so that we can put you in touch with lawyers who are familiar with the law surrounding the privacy of bookstore records. Although the wording of the law seems to suggest that contacting anyone about the court order is forbidden, it is ABFFE's belief that you remain entitled to legal counsel. Therefore, you may call your attorney and/or ABFFE. Because of the gag order, however, you should not tell ABFFE that you have received a court order under FISA.  You can simply tell us that you need to contact ABFFE's legal counsel. Legal counsel is important even in cases where it is not possible to challenge a court order. It may be possible for you to have a lawyer present during a search of your store records. If so, the lawyer will be able to help you ensure that there is no violation of the privacy of your other customers. However, it is possible that the FBI will demand immediate access to your records. If the agents are unwilling to permit you to contact your attorney, you should cooperate with them. Otherwise, you may be arrested for disobeying a court order. If you have no choice but to turn over records, the best thing you can do is help the FBI find the information that it is looking for and thus avoid exposing the records of other customers. If you have legal questions after the search had been conducted, you can call your attorney or ABFFE will put you in touch with its lawyers. At times of national crisis, civil liberties are very vulnerable. Although the new antiterrorism law contains a number of provisions that were deeply disturbing to civil libertarians, it passed the House by a vote of 356-to-66. In the Senate, Russell D. Feingold of Wisconsin was the only dissenting vote. We believe the climate of opinion will eventually shift, allowing a reasoned debate of the dangers posed by these provisions. In the meantime, ABFFE will continue to work to remind public officials of the danger of sacrificing free speech in the quest for security. Thanks, X, for putting into words more or less what I have been thinking.  Political action is new for me, so I don't have any experiences to draw from when trying to make this kind of decision.  But, in general, I was thinking what we need most is to be effective.  I don't think many would show up for a rally today, and a small number of people (who are getting burned out already) would put a lot of effort into planning it for little results.  Having been on the phone calling people the last time and reaching very few, getting people there on Saturday with short notice is tough. Also, how many times can you call up the media for a small event before they stop showing up at all?  And what about our speakers list?  They'll hesitate, too, if we overuse them ineffectively.  Basically, in order to get more community support, I think education and outreach would be far more effective than carrying signs on a Sat evening when there is no Capital traffic, and maybe a 20 second photo opp on TV. I strongly support X call to keep the MAPC Nov. 17 event family-friendly and nonconfrontational.  Publicity has already gone out seeking to set that type of tone and attract people on that basis. MAPC is still in the process of establishing its identity in the Madison community.  Our effectiveness could easily be hurt by a few individuals who share our goals but feel compelled to chose their own tactics while marching under our banner. A member of our church passed out copies of MAPC's Peace Parade & Memorial flyers to members of the congregation during announcements on Sunday, and during the parish meeting which followed I was elected to chair our Social Action Committee.  The tone of the event on 11/17 could well decide whether our Social Action Committee and comparable groups in other Madison churches decide to join the MAPC coalition.  It only takes one or two people pursuing their own "radical" tactics to siphon off almost all the media attention and set the tone of the event in the mind of most of the public. I would like to see today's general membership meeting call on all who join us on Saturday to commit to keeping the event family-friendly and nonconfrontational.  If we approve a statement to that effect, I recommend that it be sent to the Chief of Police, in a spirit of openness.  It would be a mistake to start with the assumption that the Madison police are our enemy. A month ago I sent the following message to two members of the Outreach and Education Committee (below) which is still relevant. 'Date: Tue, 9 Oct 2001 Subject: Outreach Committee I have a concern that I hope you will raise with the committee.  It seems to me that while many groups who are potential coalition members would agree with the 3 MAPC goals, they would want to know HOW the coalition will pursue these goals before deciding to join.  Most church groups, for example, would probably like to see an explicit commitment to openness and nonviolence and a disavowal of the idea that the end justifies the means.  I recommend that this committee develop a proposal, in broad language, for adoption at the next general meeting.  This might involve, for example, a sentence to be used immediately below the name of our group, Madison Area Peace Coalition, in all the literature we develop, such as:  "Committed to nonviolent action aimed at breaking the cycle of hate and violence." If we really wanted to give this resolution some sting (particularly assuming that it might in fact get a bit of national press) we could finish this off this a declaration like: BE IT FURTHER RESOLVED THAT the people of Madison, in solidarity with the international community and in their capacity as citizens of the United States, will hold the Government of the United States responsible for both the direct consequences of its military policy in Afghanistan and the results of indifference to the priority of our humanitarian concerns. I don't think that's entirely clear, but I like it as a way to unambiguously push on what I think will be a more vulnerable spot on the administration's belly (the prioritization of humanitarian concerns) than condemning the bombing per se. It also emphasizes the responsiblity we have, as citizens, to assert our moral rights over the administration of our government, and emphasizes the distinction between the Government of the United States, and the citizenry of the United States. After three weeks' bombing, not a single terrorist implicated in the attacks on America has been caught or killed in Afghanistan. Instead, one of the poorest, most stricken nations has been terrorised by the most powerful - to the point where American pilots have run out of dubious "military" targets and are now destroying mud houses, a hospital, Red Cross warehouses, lorries carrying refugees. Unlike the relentless pictures from New York, we are seeing almost nothing of this. Tony Blair has yet to tell us what the violent death of children - seven in one family - has to do with Osama bin Laden. And why are cluster bombs being used? The British public should know about these bombs, which the RAF also uses. They spray hundreds of bomblets that have only one purpose; to kill and maim people. Those that do not explode lie on the ground like landmines, waiting for people to step on them. If ever a weapon was designed specifically for acts of terrorism, this is it. I have seen the victims of American cluster weapons in other countries, such as the Laotian toddler who picked one up and had her right leg and face blown off. Be assured this is now happening in Afghanistan, in your name. None of those directly involved in the September 11 atrocity was Afghani. Most were Saudis, who apparently did their planning and training in Germany and the United States. The camps which the Taliban allowed bin Laden to use were emptied weeks ago. Moreover, the Taliban itself is a creation of the Americans and the British. In the 1980s, the tribal army that produced them was funded by the CIA and trained by the SAS to fight the Russians. The hypocrisy does not stop there. When the Taliban took Kabul in 1996, Washington said nothing. Why? Because Taliban leaders were soon on their way to Houston, Texas, to be entertained by executives of the oil company, Unocal. With secret US government approval, the company offered them a generous cut of the profits of the oil and gas pumped through a pipeline that the Americans wanted to build from Soviet central Asia through Afghanistan. A US diplomat said: "The Taliban will probably develop like the Saudis did." He explained that Afghanistan would become an American oil colony, there would be huge profits for the West, no democracy and the legal persecution of women. "We can live with that," he said. Although the deal fell through, it remains an urgent priority of the administration of George W. Bush, which is steeped in the oil industry. Bush's concealed agenda is to exploit the oil and gas reserves in the Caspian basin, the greatest source of untapped fossil fuel on earth and enough, according to one estimate, to meet America's voracious energy needs for a generation. Only if the pipeline runs through Afghanistan can the Americans hope to control it. So, not surprisingly, US Secretary of State Colin Powell is now referring to "moderate" Taliban, who will join an American-sponsored "loose federation" to run Afghanistan. The "war on terrorism" is a cover for this: a means of achieving American strategic aims that lie behind the flag-waving facade of great power. The Royal Marines, who will do the real dirty work, will be little more than mercenaries for Washington's imperial ambitions, not to mention the extraordinary pretensions of Blair himself. Having made Britain a target for terrorism with his bellicose "shoulder to shoulder" with Bush nonsense, he is now prepared to send troops to a battlefield where the goals are so uncertain that even the Chief of the Defence Staff says the conflict "could last 50 years". The irresponsibility of this is breathtaking; the pressure on Pakistan alone could ignite an unprecedented crisis across the Indian sub-continent. Having reported many wars, I am always struck by the absurdity of effete politicians eager to wave farewell to young soldiers, but who themselves would not say boo to a Taliban goose. In the days of gunboats, our imperial leaders covered their violence in the "morality" of their actions. Blair is no different. Like them, his selective moralising omits the most basic truth. Nothing justified the killing of innocent people in America on September 11, and nothing justifies the killing of innocent people anywhere else. By killing innocents in Afghanistan, Blair and Bush stoop to the level of the criminal outrage in New York. Once you cluster bomb, "mistakes" and "blunders" are a pretence. Murder is murder, regardless of whether you crash a plane into a building or order and collude with it from the Oval Office and Downing Street. GRIEF: A father weeps over his dead son after the bombs blunder in Kabul If Blair was really opposed to all forms of terrorism, he would get Britain out of the arms trade. On the day of the twin towers attack, an "arms fair", selling weapons of terror (like cluster bombs and missiles) to assorted tyrants and human rights abusers, opened in London's Docklands with the full backing of the Blair government. Britain's biggest arms customer is the medieval Saudi regime, which beheads heretics and spawned the religious fanaticism of the Taliban. If he really wanted to demonstrate "the moral fibre of Britain", Blair would do everything in his power to lift the threat of violence in those parts of the world where there is great and justifiable grievance and anger. He would do more than make gestures; he would demand that Israel ends its illegal occupation of Palestine and withdraw to its borders prior to the 1967 war, as ordered by the Security Council, of which Britain is a permanent member. He would call for an end to the genocidal blockade which the UN - in reality, America and Britain - has imposed on the suffering people of Iraq for more than a decade, causing the deaths of half a million children under the age of five. That's more deaths of infants every month than the number killed in the World Trade Center. There are signs that Washington is about to extend its current "war" to Iraq; yet unknown to most of us, almost every day RAF and American aircraft already bomb Iraq. There are no headlines. There is nothing on the TV news. This terror is the longest-running Anglo-American bombing campaign since World War Two. The Wall Street Journal reported that the US and Britain faced a "dilemma" in Iraq, because "few targets remain". "We're down to the last outhouse," said a US official. That was two years ago, and they're still bombing. The cost to the British taxpayer? £800 million so far. According to an internal UN report, covering a five-month period, 41 per cent of the casualties are civilians. In northern Iraq, I met a woman whose husband and four children were among the deaths listed in the report. He was a shepherd, who was tending his sheep with his elderly father and his children when two planes attacked them, each making a sweep. It was an open valley; there were no military targets nearby. "I want to see the pilot who did this," said the widow at the graveside of her entire family. For them, there was no service in St Paul's Cathedral with the Queen in attendance; no rock concert with Paul McCartney. The tragedy of the Iraqis, and the Palestinians, and the Afghanis is a truth that is the very opposite of their caricatures in much of the Western media. Far from being the terrorists of the world, the overwhelming majority of the Islamic peoples of the Middle East and south Asia have been its victims - victims largely of the West's exploitation of precious natural resources in or near their countries. There is no war on terrorism. If there was, the Royal Marines and the SAS would be storming the beaches of Florida, where more CIA-funded terrorists, ex-Latin American dictators and torturers, are given refuge than anywhere on earth. There is, however, a continuing war of the powerful against the powerless, with new excuses, new hidden agendas, new lies. Before another child dies violently, or quietly from starvation, before new fanatics are created in both the east and the west, it is time for the people of Britain to make their voices heard and to stop this fraudulent war - and to demand the kind of bold, imaginative non-violent initiatives that require real political courage.
