Remember that it took a long time before Americans realized that
the Vietnam war was wrong. We are going to have to continue
to do a lot of convincing. /we can only hope that it doesn't
come to domestic (as in: from other Americans) violence before
we get our point across as it did during the Vietnam era.

I've added you to the current yahoo mail lists for mapc and the coord
committee (you were already on Policy), you should receive confirmations
directly through yahoo. As we are close to implementing the new lists,
since the new lists have already been populated and I don't have access to
add you directly, please go to www.madpeace.org, and click on Join. You
will need to join 2 lists - "announcements" for all mapc, and the policy
committee. Since there is no join option for coord committe, I work through
others to get you added and x removed. I think the maillist has been
created, but there isn't a link to self-join - probably a good thing.
I'll work on getting the web site who's who cleaned up, but this may take
another day or so.

Mockingbird? 1984 would be a superb book for such a citywide readathon.

FYI - here's excerpts from the Senate Foreign Operations Appropriations bill
for 2002, which just passed the Senate - it's used to direct foreign policy
thru $$ appropriation to various programs. The $$ for "emerged women Afghan
leaders" could be very positive, but the Peace Corps provisions (in my mind)
are just another way to put a smiley face on murderous U.S. foreign policy.
I vote YES on meeting as the policy cmte at 6 pm before the general meeting
this Tues (at 6:30, correct? does anyone know location? the web site's
wonky), and YES on us presenting our resolution at the general meeting.
Sarah, could you add it to the meeting agenda EARLY in the meeting, if
possible?

Support Fund 11, not less than $15,000,000 shall be made available for
programs and activities to foster democracy, human rights, press freedoms,
and the rule of law in countries with a significant Muslim population, and
where such programs and activities would be important to United States
efforts to respond to,deter, or prevent acts of international terrorism:
Provided,That funds appropriated under this section should support new
initiatives or bolster ongoing programs and activities in those countries:
Provided further, That not less than $2,000,000 of such funds shall be made
available for programs and activities that train emerging Afghan women
leaders in civil society development and democracy building: Provided
further, That not less than $10,000,000 of such funds shall be made
available for the Human Rights and Democracy Fund of the Bureau of Democracy
Human Rights and Labor, Department of State, for such activities: Provided
further, That funds made available pursuant to the authority of this section
shall be subject to the regular notification procedures of the Committees on
Appropriations.

INCREASED PEACE CORPS PRESENCE IN MUSLIM COUNTRIES
SEC.593.(a)FINDINGS.Congress makes the following findings:
(1) In the aftermath of the terrorist attacks of September 11, 2001,it is
more important than ever to foster peaceful relationships with citizens of
pre-dominantly Muslim countries.
(2) One way to foster understanding between citizens of predominantly Muslim
countries and the United States is to send United States citizens to work
with citizens of Muslim countries on constructive projects in their home
countries.
(3) The Peace Corps mission as stated by Congress in the Peace Corps Act is
to promote world peace and friendship.
(4) Within that mission,the Peace Corps has three goals:
(a) To assist the people of interested countries in meeting the need of
those countries for trained men and women.
(b) To assist in promoting a better understanding of Americans on the part
of the peoples served.
(c) To assist in promoting a better understanding of other peoples on the
part of Americans.
(5) The Peace Corps has had significant success in meeting these goals in
the countries in which the Peace Corps operates, and has already established
mechanisms to put volunteers in place and sustain them abroad.
(6) The Peace Corps currently operates in very few predominantly Muslim
countries.
(7) An increased number of Peace Corps volunteers in Muslim countries would
assist in promoting peace and understanding between Americans and Muslims
abroad.
(b) STUDY.The Director of the Peace Corps shall undertake a study to
determine
(1) the feasibility of increasing the number of Peace Corps volunteers in
countries that have a majority Muslim population;
(2) the manner in which the Peace Corps may target the recruitment of Peace
Corps volunteers from among United States citizens who have an interest in
those countries or who speak Arabic;
(3) appropriate mechanisms to ensure the safety of Peace Corps volunteers in
countries that have a majority Muslim population; and
(4) the estimated increase in funding that will be necessary for the Peace
Corps to implement any recommendation resulting from the study of the
matters described in paragraphs (1) through (3).
(c) REPORT.Not later than 6 months after the date of enactment of this
Act,the Director of the Peace Corps shall submit to the appropriate
congressional committees a report containing the findings of the study
conducted under subsection (b).
(d) APPROPRIATE CONGRESSIONAL COMMITTEES DEFINED.In this section, the
term appropriate congressional committees 11means the Committee on Foreign
Relations of the Senate and the Committee on International Relations of the
House of Representatives.

It is a fuel-air weapon, the effect of which has been likened to that of a
nuclear bomb, albeit without the radiation.

When it explodes, it generates a massive pressure wave. Ordinarily,
atmospheric pressure is just over 1 kg/sq cm (14.2 psi). In a fuel-air
explosion the pressure reaches 30 kg/sq cm (426 psi).
The blast wave shoots out at supersonic speed. A secondary effect is that a
vacuum is created. Air and debris is then sucked back in, creating a
towering
mushroom-shaped cloud.
Fuel-air bombs are particularly terrible weapons Those not incinerated are
injured by the massive blast or the vacuum.
Typical injuries include concussion, blindness, rupture of the eardrums,
seared airways and collapsed lungs, multiple internal haemorrhages,
displaced
and torn internal organs.
The internal injuries are of a type which battle medics area not usually
trained to notice immediately.
Human rights groups say fuel-air weapons are so indiscriminate that their
use
in populated areas would violate international norms of war.

emailed around a good summary, the bill itself being 273 pages long.

Hi all!
If this email looks familiar it is because I am trying to help put together
a coord comm meeting as well organized as the one Gillam facilitated last
week.
The next Coordinating Committee meeting will be Sunday, November 18, at 4:00
p.m., at Memorial Union (Check TITU for room location). I have NOT
submitted the room reservation request. I understand from the minutes that
Derek has this covered.
IMPORTANT: If you're an Outie, and you cannot attend, please ensure that
someone else from your Working Group/Caucus is at this meeting.
As you know, we continually postpone agenda items at our meetings. As
facilitator for the upcoming meeting, I would like to help us move through
the agenda more quickly.
FIRST: I am asking each Outie to post his/her Working Group's or Caucus's
report to the CC mailing list BY FRIDAY NIGHT. Your report should be
divided into three parts: (1) update on the WG/C's activities; (2) requests
for assistance from other WG/Cs, and (3) proposals to be acted on by the CC
or general membership. This will enable us to read the updates ahead of
time, and focus our meeting time on the requests for assistance and
proposals.
SECOND: Anyone with a proposal to present should write it up and send it
out to the CC list, again BY FRIDAY NIGHT. This way, the proponent won't
have to spend meeting time explaining the proposal, and we can jump right
into questions and discussion.
Please note that the success of these measures is dependent both on everyone
sending out the advance e-mail reports & proposals AND on everyone reading
their e-mail prior to the meeting.
I would also like to follow the suggestion that we defer action on all
proposals from WGs & Caucus until after all WG/Cs have reported.
The proposed agenda for the meeting is as follows:

3. Approval of minutes
4. Working Group & Caucus Reports

Perhaps Sarah can set up a meeting for us with X's office, using this
information X gave me. (Sarah: X seems to know X's last name.)

X was pretty clear that she wanted us to work directly with her D.C.
staff in order to have the most effect. I wrote X to ask for a face to
face meeting and talked to him, but haven't done anything since.
I think that, if you want to meet with X, you need to contact her office
and set something up. It would probably be a good idea to mention to X
that you're calling yourself because I'm no longer participating in MAPC.

I'm thinking I'll wait until after the GM meeting to post our notes, so the
proposal votes can occur uninfluenced by our discussions. Also, it will

Good news - the progressives think they could support the resolution AFTER
Thanksgiving. They don't want to act on anything yet, since they said the
struggle to change "prayers" to "sympathies" last time was very "divisive."
The two-pronged approach doesn't look too promising in this environment.
They want the weakest version we presented. Still, we'll try to submit the
text publicly to the Council as soon as possible. Debate will probably be
on 12/4.

I'm glad the faux Dalai Lama piece struck a chord with you too.
I think we will be walking on eggs as we try to keep a coalition
of people who are against the war together with activists who
have a lot axes to grind, and most of whom aren't particularly
pacifist in their outlook.
Which dovetails nicely into what I think about X...
"The Left" accumulates a lot of alienated and somewhat disfunctional
people, people with behavioral difficulties whose alienation
from the mainstream attracts them to the anti-mainstream culture
of the left. Many of these people are exceptionally bright,
if poorly socialized. When they turn the bright light of their
intellect upon a situation, the truth is revealed to them and,
from that moment forward, the perspectives of others are simply
not as important as the perspective they own. Perhaps X's
agenda is self aggrandizement, or perhaps he has a political
ax to grind, or maybe he is just rude and obnoxious. Regardless,
he is on your committee so your challenge seems to be to work
with him, work through him or work around him to make the policy
committee be the best it can be.
I think if someone volunteers for an important assignment (like
contacting the Congressman) and they don't follow through or
are unsuccessful, then the committee needs to support them and
gently spread the responsibility out for getting it done.
I guess even if he is an asshole we should treat him like we'd
want to be treated. The dilemma is, how do we remove him as
a roadblock and still be kind? No easy answer.
I think you should advertise the next meeting of the policy committee
on the MAPC mail list and try to attract a larger number of people
so X's BS can be diffused. What do you think?

Dear friend of AIVF:
It's hard to avoid hyperbole, but I thought it was important to try. You may
know that the AIVF offices are just eleven blocks north of the World Trade
Center. Our offices and staff are unharmed. However, we fear that over the
days to come we will learn that many of our colleagues are not.
The area is cordoned off, and AIVF offices will remain closed through this
week. I know you will understand if events are suspended and the next few
issues of The Independent come out a little late. We are not yet sure when
we will be able to reopen.
Meanwhile, I encourage you -- as citizens who support independent media and
hope for responsible reporting of events -- to contact your local news
outlets to commend their coverage if you feel it merits such praise. Or, if
warranted, to urge news outlets to tone down the bellicose tone of their
coverage: it hurts their credibility, and only fans the flames of anger and
hate. Likewise, we encourage you to do whatever you can in your community to
encourage tolerance and diffuse racial tensions that may escalate.
This was a tragic, barbaric act. However, the tragedy will be multiplied if
we as a nation react in kind. If this crime incites individuals, and indeed
our nation, to commit further acts of aggression against innocent people,
then the criminals who have perpetrated this heinous act have achieved a
measure of success.
We know that Americans are grieved and outraged. We pray that they will find
constructive channels of response.

Hello all,
As you may already know, I am stepping down as Education/Outreach Outie. I
have been in denial about my returned status as a student and I am
stretching myself thin with everything that I wish to accomplish, but my
education must come first at this point. I believe that it would be best
for someone to take this position that has the time to focus on it as is
needed. And....we have someone who has decided to do just that. Her name
is X. Her e-mail is X.
Does she have to manually be put on the coordination e-mail list? If so,
please do that. I am pretty sure I can remove myself. She is aware of the

On Campus and Off, Antiwar Movements See New Vigor
Reaction: Opposition to military action builds with a more polite,
thoughtful
approach than in days of Vietnam.

AMHERST, Mass. -- As never before, their dance cards are full.
Scholars of peace and diplomacy say that with little effort--and no
exaggeration--they could schedule three speaking engagements per night.
Elder
statesmen of this country's antiwar movement report a similar surge in
demand
since the Sept. 11 terrorist attacks. Academics who study terrorism or the
Middle East are taking part in teach-ins that generally are packed.
Off campus, the voices of nonviolence are heard in such places as Worcester,
a
working-class city where a weekly vigil during rush hour draws cheers from
passersby. And in Northampton, where a draft counseling center has
opened--even
though, at the moment, there is no military draft. Any organized campaign to
oppose U.S. military force in Afghanistan "is still in the process of taking
shape," said Joseph Gerson of the American Friends Service Committee in
Cambridge. But, he said, momentum is building.
"It's big and it's diverse," Gerson said. "I think it can be described as a
peace movement and an antiwar movement and a justice movement."
The energy is evident in increased traffic on the Internet, where new peace
sites are complementing existing sources of information about the
war. But along with the vast virtual audience, actual crowds are
growing. In longtime centers of peace activity such as Berkeley and
Madison, Wis., large demonstrations began before the first bombs were
dropped.
But New England, long a focal point for activism, is where much of the
antiwar
action is unfolding.
The new pacifism feels almost polite, lacking the stridence of earlier
generations of American protest. Resistance to the U.S. military involvement
in
Afghanistan is thoughtful, reflective. It is tempered by angst, anguish--and
most of all, a fundamental abhorrence of what happened to this country when
hijackers commandeered four jetliners and killed more than 5,000 people.
The focus still is diffuse; there is no monolithic chorus of dissent. No
charismatic leaders have yet stepped forward. And if there is a single
defining
trait, at present it is a thirst for information.
With foundations in the vast and growing antiglobalization campaign, the
evolving peace movement draws on long-standing, traditional organizations
and
philosophies. Days after Sept. 11, Quaker groups organized the first peace
rallies. The War Resisters League, the Fellowship of Reconciliation and
other
old-time pacifist groups are back on the radarscope. Again and again, a
well-worn chestnut from Mahatma Ghandi--"an eye for an eye leaves the whole
world blind"--shows up on handouts and bulletin boards.
"I'm seeing a lot less of the knee-jerk kind of stuff," said Stephen Zunes,
a
Middle Eastern specialist who directs the peace and justice studies program
at
the University of San Francisco. "People are concerned, and they
oppose the war.
But they realize this is a different kind of situation. They need the facts.
They want more information."
A recent two-day speaking swing took Zunes from the Bay Area to Los Angeles
to
Eugene, Ore. His audiences were "big and enthused and agitated, but I
think in more reflective, responsible way than we have seen
sometimes."
"Certainly there is passion out there, but it is a responsible
passion--one that has been tempered by the fact that we witnessed
this enormous tragedy on Sept. 11."
Boston University history professor Howard Zinn said he has been "besieged"
by
invitations to speak about terrorism and the war in Afghanistan, with "more
requests than I could possibly deal with." At 79, Zinn approaches the
stepped-up demand as an eminence grise of the antiwar movement and as
a bombardier from World War II.
What he sees, Zinn said, is a massive appetite for information and a
resistance
effort that is fast churning into action.
"Things are starting earlier now than they did with the Vietnam War,"
Zinn said.
"In the spring of 1965, we had 100 people on the Boston Common. Just a week
or
so ago, we had 2,000 people at Copley Square. It's starting earlier, and I
believe it will grow. Immediately after Sept. 11, if you talked about
American
foreign policy as having anything to do with the problem, people were
horrified.
It was too close. People thought you were diminishing the tragedy. I think
as
time passes, it will be easier to think in more long-term ways."
From the Fields of Revolutionary Past
Out here in western Massachusetts, fertile territory for alternative
views since the American Revolution, opposition to capitalism and
corporate power was
already fueling many students.
Right away, said professor Michael Klare, head of peace and world security
studies at Hampshire College, "protests were organized by students who were
already geared up for antiglobalization protests." They have a perspective
that
makes them distinct from many other undergraduates Klare has encountered in
his
post-Sept. 11 flurry of speeches and seminars. "Most students don't even
have
that. They're just bewildered," he said.
But some students--and many nonstudents as well--crave involvement as a way
to
stave off feelings of helplessness. Over lunch one recent day, a table full
of
Hampshire College students talked about how and why they have plunged into
action, forming a local branch of a group born at UC Berkeley on Sept. 12:
Students for a Peaceful Response.
Their principles of unity, they explained, begin with a condemnation of the
attacks of Sept. 11.
From there, said 21-year-old Kai Newkirk of Shepardstown, W.Va., "we have
the
priority of stopping the mass murder of millions. We have a window of a few
weeks."
Sydney Hoover, 17, a freshman from Upper Coe, Md., said she already
was involved in an antiglobalization protest aimed at the
International Monetary Fund and the World Bank. After Sept. 11, that
effort hastily shifted focus to initiate a campus dialogue with a
group called Activating Peace.
The loosely knit group launched nonviolence training seminars and began
preparing speakers, Hoover said. With the goal of creating "some kind
of visible dissenting presence," they reached out to local high
schools and community groups, organized teach-ins and held a daylong
walkout at Hampshire, a private school with 1,200 students.
The process unfolding at Hampshire reflects a powerfully American quality,
said
Dale Bryan of the peace and justice studies program at Tufts University,
near
Boston.
"This voice that for many represents rancorous discourse actually it is bona
fide, genuine American participation," Bryan said. "It is what the country
does
well, to assemble and participate freely, and we always have. And sometimes
it
is directed at the government, and the Constitution says, well, sometimes it
should be."
For those in "the movement"--a timeworn sobriquet that the peace effort has
clung to--"this is how it is being realized: in day-to-day, face-to-face,
ordinary conversations," Bryan said.
Signs of Growing Opposition in Streets
At Lincoln Square in Worcester, an industrial-era city in central
Massachusetts, this theory plays out each Tuesday at a street vigil.
Mothers, lawyers, clergy, students--the number stays constant at
about 50, though the participants change--stand at a busy
intersection. They chant, wave signs, hand out leaflets and often
hold conversations with people who come to a stop in their cars.
Out on the street in his suit and tie, Philip Stone, a 47-year-old attorney,
said: "I think this is a fairly typical example of the kind of
grass-roots peace activity that you will see going on all over the
country. This is a location with high visibility, a place where we
can demonstrate that there is thoughtful opposition to the policies
of the current administration."
Kindergarten teacher Kathleen Connelly Legg, a 45-year-old mother of
three, said she never protested during Vietnam and thought hard
before showing up at Lincoln Square. She was troubled, Legg said,
that "we, as the most powerful nation on Earth, are bombing the most
destitute."
Though small, the weekly demonstration will help the seeds of a new
peace effort to take root, Legg said.
"It spreads and it spreads as information gets out. I am hoping we are
laying
the groundwork for something much larger. I am hoping that we get that kind of time."

United States government has sheltered torturers around the world. One way
the government has done this is through the Army School of the Americas
(SOA)in
Fort Benning, Georgia, long a U.S. military training school for torture
techniques. The School's graduates have gone on to mastermind torture and
death squads in their home countries in Latin America. In fact, SOA alumni
form a who's who of notorious human rights abusers in the region. For ten
years, American citizens have protested the School of the Americas outside
Fort Benning on a Saturday in November.
Recently the Army has tried to change the image of the SOA. They
changed the name to The Western Hemisphere Institute for Security
Cooperation (WHINSEC). WHINSEC continues to train military personnel of
Latin American nations. But now WHINSEC's stated mission includes training
students to provide humanitarian aid, to direct peacekeeping efforts, and to
protect individual human rights. To the extent that these are sincere
efforts we applaud them.
However, by training Latin American soldiers in tactics of war, WHINSEC
promotes and exports violence. Besides seeking acknowledgement and redress
for the terrible deeds of past SOA graduates, we also seek to change the
involvement of the US Government in exporting violence, along with promotion
of acts reinforcing poverty and increasing economic disparity. In this
regard, we support House Resolution 1810 of the 107th US Congress, which
repeals authority for WHINSEC and calls for congressional oversight of
future training of Latin American military personnel.

Friday marks the first anniversary of the weekly vigil on the U.W. Library
Mall in solidarity with Palestine.
None of us, when we began, anticipated that we would be gathering a year
later. Nor did we expect to see that the situation on the ground in the
Occupied West Bank and Gaza would be worse.
Despite all rhetoric from the Bush administration, the war drive against
Afghanistan has allowed the Israelis to escalate their all out attacks on
Palestine towns and villages. The level of state terror -- home
destructions, assaults on non-combattants, casualties -- has actually
increased despite warnings from the US.
Our presence, our visibility, our voice is more important than ever at
this time when so much attention has been drawn away from
Israel/Palestine. Please come this Friday, any time between 11:30 and
1:00pm. Bring signs calling for an end to the Occupation and an end to US
"aid" to Israel. Drees in black.
