              <text>The below is an actual journal entry that I wrote on the A-train as I was traveling to work on September 11th.  It was subsequently published on a now-defunct website and was entitled "Prelude."&#13;

September 11, 2001&#13;
8:15 AM&#13;
It's one of those rare late summer mornings: crystal-clear, bright, blue sky, fresh east wind; lovely. These are the days I live for. Nothing can upset me for very long during September, October and November. I feel good; refreshed. To me, Autumn is like starting again. It really is, you know. Spring is the rebirth but Autumn is the preparation for the rebirth. In the fall, we lay the foundation for what follows. In Winter, we develop like the dormant plants in the ground and in the Spring, life begins again. Summer is adolescence, adulthood, and old age all in one. You know, in the beginning of the summer, you possess all of this energy: gotta have a romance, gotta do this, gotta do that. By mid-summer you've settled into your routine, whatever it may be. By August, you're tired of everything -- tired of the heat, tired of your lover, tired of the frenetic pace of summer. You're exhausted in late summer--especially by late-August/early-September. However, by mid-September, the cooler weather begins to set in--nights are cooler and star-lit--days are clear and exquisite! I can't wait until the leaves start to change. I wish I was going to Ireland again this year...I think maybe next year... I'll deal with my problems after the Fall. I just want to enjoy the Autumn--I don't want to get bogged down in the shit during my favorite season.</text>

              <text>On Tuesday, September 11, 2001, at 8:45 AM, I ascended the stairs of the A train stop at Fulton Street, called my husband from my cell phone as do every morning, and chatted with him for a few minutes reminding him to vote and move the car... I heard a huge boom... I looked up and saw the first tower burning...it took me a few seconds to realize that the "paper" I saw falling out of the windows were actually people diving for their lives. I stood there thinking terrorists had struck again until someone told me that it was a plane that had hit the tower... Oh, thank God, I thought, only a plane...an accident. Minutes later, the second plane hit.... huge explosion.... people scattering.&#13;
&#13;
Then, it hit me: Bastards! This is no accident! Terrorists! The word blew through my head like a shot...Terrorists...Oh, God, I have to get out of here, now...I thought. I ran to my office at 55 Water Street...I'll be safe there, I reasoned. Of course, I didn't get very far because they had evacuated my building... I wasn't safe anywhere at this point. I left my building and stood watching the masses mill around in shock...people crying; people gawking; people confused... I was thinking to myself, How am I going to get back home? I live in Northern Manhattan. It takes me an hour from door to door via subway. I walked north on Water Street...strange how your usual routine takes over when you're in shock. I talked to people along the way...people who had loved ones in the towers... a man in a suit dashed by -- his wife was in there. Women sobbing for co-workers and friends and family who were presumably dead. People who were reminiscing about the last bomb to hit the Trade Center...&#13;
&#13;
I got to Fulton Street and I heard a huge rumble and I looked up to see Tower I collapse like it was a house of cards... Dust everywhere! I could see and I couldn't breathe.... Gotta move, I thought. Keep moving...keep moving. I ducked into a church. I hadn't been in a church in years.... amazing how you cling to your familiar routines in crisis. In the church, I broke down. I told the lady I met that I'd seen everything and she shushed me, "There are children here...their mother works at the Towers...they're terrified." Oh, God. How selfish of me! How could I be so wrapped up in my pain to not see the horror in those kids' faces. The lady told me to drink water and sit for a while..."You're safe here," she said, "You're in the projects. They don't want us...we're too poor." Projects? Safe in the projects... Yes, what a concept. Safe in a church in the projects. After a while I left the church. My four-year-old was at school in Hudson Heights...gotta get to her. Gotta get home... Oh, my God! Suppose they hit the George Washington Bridge! Gotta get to Alexandra.&#13;

I went out on the street and I heard another rumble. I turned and looked and watched Tower II go down. Weather geek that I am, I thought, Southeast wind. Move Northwest...NOW! As I was moving I heard someone yell, "Get down. Get down, now" Oh, God. Here we go again.... I made myself small against a building...and wondered what I should do next.... I saw two men get arrested for attempting to rob someone... I'm outta here...my head screamed at me.. You will not die today...not here...not now. Keep moving! Keep moving! A bunch of official-looking limos screamed by... I need to get away from these limos....they're targets... "Which way is 9th Avenue? Can anyone tell me which way is 9th Avenue?" At last I reached Chinatown...OK. I think I know where I am...Bowery...West is that way.... Finally, I found 6th Avenue...asked a cop which way to go. "Up 6th as far as you can and West..." East wind, I thought, easy.&#13;

Met a man as I was walking...he had his dress shirt fashioned into a sling.... He told me he had escaped from the 80-something floor...he doesn't know how...all he knows is that the smoke came so quickly that people were dying around him...he's thankful to be alive. More people: a woman on a park bench...she was on the 23rd floor. Maintenance people who escaped...all heading up 6th Avenue. Also, well-dressed people...you can tell by their shoes, mostly. Look at their shoes... "Thank God you're alive." "My friends, my coworkers...probably dead." "Yes, but you're alive. You're going home. God blessed you today." I made it to West 4th Street and 6th. A man sitting in shock on the stoop of a bank. "Sir, are you OK?" "The plane crashed directly into my office. I had a beautiful corner office...if I wasn't running late, I'd be dead. My employees are most likely all dead." "Oh, God. I'm sorry. Thank God you're alive. Can I get you water? "No, I'm fine...thanks." "Go with God, my friend. Remember the gift you were given today...focus on life...not death." Word of the devastation finally got me...I stopped to listen to a radio. High jacked from Boston! Oh, God...those poor people. We were lucky; we didn't know what was about to happen. Those on the plane knew.... they knew...had time to prepare; had time to be terrified. The Pentagon; the White House... someone told me Federal Plaza had been hit and the Stock Exchange. Sharon! Oh, God. Rumors were flying everywhere...What if they hit the Statue of Liberty?&#13;

My cell phone wasn't working. My people had no way of knowing if I was hurt or dead.... Oh, good...only 183 blocks to go. Gotta keep moving.... gotta keep going. I ducked into Saint Vincent's Church...noon mass. I need God right now. Sobbing...sobbing. How could God have saved me today? Was I more worthy than those he took? I'm a sinner...ungrateful sinner. Why was I spared today? I almost got off the A train at Chambers Street because it was such a nice day...but I was late. Go to Fulton, my head told me. Note to self: Always listen to your intuition. Never doubt that little voice in your head. Of course, there was the job I almost had in a law firm on the 82nd floor...turned it down to go to S&amp;P.&#13;
&#13;
At one point, I got onto the subway that had begun running again after several hours of being out of service. As I sat on the train, I panicked. Can’t be here…not safe and I bolted from the train. On the way out of the subway, I met a man who asked me if the trains were running…”Yes,” I told him, “but I don’t feel safe here.” After I made back up to street level, I finally made it to 30th and 8th Avenue...I need food and I need Irish. The Molly Wee Pub was mobbed. A man offered his seat. I took it and sobbed on his shoulder for a second or two and ordered a shot of good Irish whiskey to calm my nerves. Amazing, I thought, when the going gets tough; the tough go drinking.&#13;
&#13;
At last, my cell phone rang. Lev called to tell me that Sharon was alive and nearby. 23rd and 9th Avenue at a friend’s house…not a problem after the distance I’d already walked. The apartment was your typical Chelsea apartment, small and small. I saw Sharon and we both dissolved into tears. I was so glad to see her alive and OK.&#13;
&#13;
Eventually, we took the A-train uptown. Everyone was talking about what had occurred downtown. Sharon noticed a man sitting with a huge duffle bag and wearing army fatigue pants. We both felt bad vibes from him; he was smiling and smug and put his sunglasses on when Sharon looked at him. Could he have been involved? Or did we imagine it? Nobody is above suspicion. That’s a huge price to pay in a city as culturally diverse as New York.&#13;
&#13;
Safe at home, at last. I had to take a shower immediately to wash the death and dust off my hair and soul. Unfortunately, the water could only cleanse my body and my clothes. No amount of water or soap will ever wash away the dirt on my soul; not even time can remove that stain. I slept last night; I don’t know how…I guess I was exhausted; physically and emotionally. When I awoke at about 8 AM, I looked outside and thought, “What a beautiful day! What a horrible nightmare!” It wasn’t until I moved. It wasn’t until I felt the soreness in my muscles and my lungs that I remembered… It wasn’t a dream. It was cruel reality.&#13;

The wind is from the South tonight and the smell of wire burning and death is creeping up the Hudson River north to the Bronx. It reminds me of the old movie “The Ten Commandments” when the creeping Angel of Death killed Yul Brenner’s son. My immediate coworkers are safe but we don’t know what happened to those employees who were commuting through the World Trade Center at the time of the explosion and subsequent collapse. All we can do is wait and pray.</text>

We were stationed at Ft Hood at the time. It was a Tuesday, I had gotten my two boys up and out to the bus for school, turned on the morning show to watch for a few minutes like I always did and then got my daughter up to get her ready to go to school as well. We lived just 2 blocks so she and I usually walked unless it raining outside. I walked her to school and came home and when I walked in the door I saw the towers on the news with black smoke billowing out of it. As I stood in front of the tv, transfixed as everyone was, I watched as the 2nd place hit. I broke down in tears. We immediately got word that they were closing off the post. The largest Army post in the free world just became a fortress. Nobody in or out. All soldiers were called in to their units all families asked to remain in their homes, everything came to a stand still.&#13;
&#13;
My phone was ringing off the hook, family, friends, other army wives, kids friends all wanting to comfort the other, All knowing this single event had changed our lives as we knew it.&#13;
&#13;
The world and I sat glued to the TV, flipping stations in hope of getting more news. As they morning went on, it became so much worse, more planes, more death, more innocence gone.&#13;
&#13;
Later that after noon, I went to pick up my daughter from school. It was as if everyone there had lost someone dear to them, everyone grabbed their kids and hugged them tight, kissing them and then taking them home. It was so quiet.. no parents chatting, no talk at all.. just an eerie quiet.&#13;
&#13;
Later that afternoon, I realized the time had come and gone for my boys to be home from school but they were not home yet... I checked outside thinking they had stopped to play with some friends but did not see them or any kids at all. Another few minutes went by, I tried to call the school but all the circuits were busy. I tried over and over to find out where my kids were but could not get through to anyone. I was terrified! 3 terror filled hours go by and my oldest son calls me, they were at a friends house in Copperas Cove. You see, their school was off post and being they had shut the post down, they were not allowing ANYONE in or out, including school busses. I spoke to their friends mom and she assured me they were ok and she would do all she could to get them home if not, they could stay there for the night. Later that night, they finally did make it home&#13;
&#13;
Hours of being glued to the TV, turned to days, watching that “pile” and hoping at some point people would be found alive.... It was not to be.&#13;
&#13;
We must forever remember the events of that day. We must never forget the true bravery of those who did all they could to save and protect life. We must never forget the nearly 3000 lives that were stolen from their families and friends. We must never forget the brave passengers of Flight 93 who in the face of certain death, took a vote and did all they could do to prevent more innocent lives being lost. We must never forget the countless first responders that ran up those stairs at the WTC while thousands of others were running down. And we must NEVER forget our military service members who have fought, bled and died fighting evil. WE WILL NOT FORGET, AND WE WILL NOT FORGIVE!&#13;

Every generation has that one moment in time that changes everything. For my parents generation it was the Nov 22,1963 the assassination of JFK, for my grandparents it was Dec 7, 1941, the bombing of Pearl Harbor. For my generation, it is September 11,2001. Which leads me to wonder, what and when will be that defining day be for my children, for my grandchildren?&#13;

              <text>I'm much more aware about what's going on in the world.  Prior to 9-11, I was thankful to live in this great country, but I took the privilege of living here for granted.  I just assumed it would remain safe and immune to the horrific violence infecting the world.  It was a rude awakening to realize the USA is just as vulnerable to being attacked as anywhere else.  I live each day knowing that something awful could go down.  I would not be quite as shocked as I was on 9-11. My Dad, who was 86 at the time of the attack, didn't seem as shocked as I was.  He survived the jungles of New Guinea in WWII and saw a lot of terrible things.  He was  well aware of the potential for all kinds of war, but he did a wonderful job insulating us from the nightmare of it.  My kids were in preschool and elementary school when the planes struck their targets.  They didn't understand then, and honestly, I don't think they can fathom it now.  It's just a whisper of a memory to them.  I suppose I should be glad about that, because they are like I used to be before 9-11 -- unafraid of the possibility that terrorists could come calling to murder and destroy.  I pray that their sense of security won't be shattered as mine and many others has been.  But just like my dearly departed Dad, I know the odds are in favor that it could.  Lord Jesus, please protect them if the wicked come calling once again. Amen.</text>

              <text>I was six years old on 9/11/2001. I lived in California, so when the attacks happened I was getting ready for school, eating breakfast. I heard my mother scream from the family room across the house, so I ran in to see what was wrong. She was still in her nightgown and bathrobe, staring at the television with her hands over her mouth. The buildings were falling. I didn't really understand at the time the magnitude of the attacks, so on the anniversary of 9/11 I always get chills remembering how unaware of the devastation I was. Since the video was live, they were showing the people jumping from the buildings. I asked my mother if they were jumping to try to reach the flag pole near the building. She somberly replied that no, that was not what they were trying to do, but did not elaborate further. At school that day the children were all buzzing with excitement. We knew it was a big deal, but not why it was a big deal. The teachers were in an absolute frenzy, screaming at children who were commenting on how "cool" the explosions were. It seems so surreal now, looking back; not knowing that my entire childhood and adolescence would center around a war and nation building in the Middle East. At the time, I did not know I would go on to study government, I did not know I would take an interest in national security. But those attacks shaped my political views, the way I think about the world, the way  I harbor a slight fear in the back of my mind every time I get onto a plane. I did not know it would mean my whole childhood would be spent listening to debates about our involvement in the Middle East. I did not know that twelve years later, whenever I see those videos replayed, I cry because I feel like that confused six year old again; afraid and confused. My whole life has been shaped by these events, and it will continued to be shaped by something that happened when I was just six years old. </text>

              <text>         My life, like those of others, has never felt the same since that September morning. The country has fought in two countries in pursuit of the perpetrators of this treacherous act. I vividly remember that morning as I was a college student and I had been doing a report for my education class. I watched the news and then learned of what had happened. &#13;
         I cannot imagine what those buildings must have been like for the people who were in them before the collapse. There have been so many accounts of human suffering and the great sacrifice of all the personnel involved in the rescue and later, recovery efforts. I can only speak for myself, but I still feel haunted by that day, and I believe I will feel this way the rest of my life, I have no doubt about that.&#13;
         As a student of history, world powers have experienced an event that begins the decline of that country. I feel unhappy to say this, but I think this event was the start of the decline of our country. I certainly hope I am wrong as this is the greatest country that has ever been built in history.  I see a country today that still has great military might but has several key divisive issues within its borders.&#13;
       I feel our country has lost its invincibility that had begun after our major role in WW II.  I still believe in our military and  the ability to defend ourselves. But, I do not feel the same since that day. I will never forget what this country has given me. However, there is clearly something missing since September 11. Our sense of strength and pride has been violated by mindless terrorists. I also feel our privacy and our lives are watched more closely, in fact too closely  due to the post 9-11 government policies. I look forward to seeing the Freedom Tower during my next visit to New York but they can build ten buildings, it cannot erase what happened that morning.</text>

              <text>        I remember the suffering and sacrifice  of the people in those buildings. The firefighters and police who coordinated the rescue efforts is still a vivid memory. I still think of the people who hung out the windows of the towers calling for help. I hear the audio replay of firefighters asking for more men to put out fires on the 72nd floor.  I remember that my hometown of Middletown, NJ lost 37 people that day. And perhaps the most emotional memory, a parent telling a son or daughter that mom or dad would not be coming home. &#13;
        I have watched documentaries the past week on the events of that day. I remember the reports of the news media outlets, such as Tom Brokaw from NBC news and on the radio side, the broadcasts of 880 WCBS and 1010 WINS in New York City. I remember the unity that was ever-present after the terrorist attack. Unfortunately, this unity disappeared a short time after the attacks as we went back to our regular routine. However, we MUST never forget this day and remember all those lost on that day in New York, Washington, D.C. and Shanksville, PA. In addition, never forget the soldiers who fought for us! God Bless America!</text>

                <text>November 24, 2012 I visited the 9/11 memorial.  I felt this memorial calling me to come and see so when I got the chance to go to NYC last Thanksgiving I wanted to go to the memorial.  It was 6:30 pm on 11/24 when I entered the grounds.I was amazed by the fact that all I could hear was rushing water.&#13;
As I approached the first pool I started to cry.  I lost no one that day in 2001, however, I did greive for lives lost in the horrific events of that day.  Standing there watching the water and looking at the names I will never forget.  At that moment the calling inside of me that  brought me there disappeared.  I had fufilled what I needed to do.  What I learned that night was this.....I needed to go and see, however some people will never be able to go there.  It is not because that don;t want to...they can't.  It made me realize that eventhough I did not know any of the names on the memorial pools they were people just like me.  &#13;
The 9/11 Memorial changed me that day and made me realize that life is very short.  You must take each moment and cherish it.</text>

By the Court:These two writ petitions, filed by petitioner Jitendra Nath Tiwari, are directed against orders dated 15.06.1993
and 08.10.1996 passed by Rajasthan Civil Services Appellate Tribunal, Rajasthan, Jaipur, (for short, 'the
Tribunal') in his Appeals No.255/1991 and 238/1992, respectively. The question to be decided in both these
writ petitions, pertains to his service matter, therefore, both were directed to be clubbed and were heard
together and are being decided by this common order. In Writ Petition No.4825/1993, the petitioner has
challenged order dated 15.06.1993, by which his appeal was dismissed by the Tribunal; in that appeal the
petitioner had challenged the order dated 12.01.1990, by which one Shri B.L. Paneri was promoted to the post
of Joint Director and petitioner was superseded on account of adverse remark contained in his APARs for the
year 1984-85 and 1988-89. The learned Tribunal dismissed the appeal on the ground that adverse entries and
representations against them are not service matters as defined in Section 2(f)(v) of the Rajasthan Civil
Services (Service Matters Appellate Tribunals) Act, 1976. Subsequent Writ Petition No.3793/1997 was filed
by the petitioner against order dated 08.10.1996 of the Tribunal, by which the Tribunal dismissed his appeal;
that appeal was filed by the petitioner against order dated 16.08.1991 of the Secretary, Agriculture
Department, Government of Rajasthan, whereby he was compulsorily retired from service. In retiring him
compulsorily from the service, the Government again considered adverse entries made in his APARS of the

years 1984-85 and 1988-89. The learned Tribunal, vide order dated 08.10.1996, dismissed this appeal also.
Shri Rajendra Prasad, learned counsel for the petitioner, in support of his arguments, cited Full Bench
decision of this Court in Tayyab Ali Vs. State of Rajasthan 1988 (2) R.L.R. 1, wherein it is held that while
challenging any consequential order based on or influenced by adverse entry, relating to any of the matters
specified in the several sub-clauses of clause (f) of Section 2, the affected Government servant can also
challenge the correctness of the APARs, limitation prescribed for approaching the Tribunal given in the Act
shall have to be reckoned from the date of passing of consequential order. The learned counsel submitted that
the first Writ Petition No.4825/1993 is therefore required to be remanded back to the Tribunal, as the Tribunal
has not correctly interpreted and followed up the law on the subject and, thereupon, the second matter, would
also require reconsideration if eventually the adverse remarks are quashed, also needs to be remanded back.
Learned counsel for the respondents opposed the writ petition but could not distinguish the Full Bench
decision of this Court in Tayyab Ali's case (Supra). The ratio of that case, in my view, would apply to the
present case with full force. In the result, both the writ petitions are allowed. The impugned orders dated
15.06.1993 and 08.10.1996 are set-aside. The matters, subjudice in both the writ petitions, are remanded back
to the Tribunal. Since the appeal, filed in first case, belonged to the year 1991, the Tribunal is expected to give
priority to these matters over any other matter which may have been filed subsequent thereto and dispose of
the same as early as possible.

HER LATEST SINGLE:  “WHERE WERE YOU?”&#13;

Composer and singer/songwriter Deborah Thurlow is set to release her vocal debut single on June 25th.  A departure from her previous releases of modern classical/jazz music, “Where Were You?” is an emotionally compelling response to the catastrophe of 9/11 where she tastefully and simply asks ‘where were you?’ when the towers came down.   “Where Were You?” presents the listener with a series of images of ordinary every-day activities juxtaposed with expressions of the ineffable feelings many experienced on that tragic day.  It is a personal response and a eulogy of sorts to those that perished, and a sorrowful yet courageous acknowledgement that words were inadequate to describe the universal emotions that so many of us felt during the unfolding of those horrific events of that day.  The song is also an inviting and seductive preview of Deborah’s highly anticipated upcoming CD, Collage, to be released in the fall of 2013.&#13;
&#13;
As Ian Wagstaff commented in Horn Magazine, “. . . combine the Dalai Lama with Berlioz, throw in some Hebraic influence . . . Deborah Thurlow uses an eclectic mix of instruments, from the shofar to the Tibetan singing bowl, . . . [with] a strong electronic influence.”  And now with the same exploratory spirit and creativity Deborah is branching out in yet another direction and expressing another side of her musical personality.  Along with her soulful vocals and engaging songwriting skills “Where Were You?” features seamless performances by Loren Daniels on acoustic piano, Alex Gressel on upright bass, and the drums of Andrea Valentini.  “Where Were You?” is yet another of Deborah’s infectious stylistic excursions that expands and furthers the trajectory of her expressive musical vision, and it is sure to intrigue her listeners and wet their appetites for the release of her upcoming CD release.&#13;

Deborah Thurlow is a composer/horn player/vocalist/songwriter/music educator and freelance musician in the New York City area and in Europe.  She starred in her own one act play with music, The Creative Void Of The Planet Earth, which was featured in an Equity Showcase run of seven performances by the New Media Repertory Company under the direction of Miranda MacDermot.  She has also performed with the Pina Baush Ballet Company, Franz Kaman, David Amram, Anthony Davis, and The New York Composers Orchestra, to name but a few.  She studied both composition and orchestration with John Corigliano at Lehman College and has received grants from Meet the Composer, ASCAP Awards, William Petshek Music Fund and the Puffin Cultural Foundation.  Her modern classical/jazz works are published with Ensemble Publications/Nichols Music Company and DSM Producers who cater to the film and TV industry exclusively.  As a music educator Deborah teaches privately, at public schools, colleges and neighborhood performing arts schools.  She devotes much of her time to teaching music to underprivileged youths while continuing to pursue her music career in a way that inspires her students as well as her fans.  “Where Were You?” is a sparkling debut of Deborah’s vocal and songwriting talents and an enticing preview of her soon to be released CD Collage.&#13;

9-11 reaffirmed my commitments to a field of medicine (ie, Occupational Medicine) which is undervalued and to a nation which faces real enemies.  In responding to the Pentagon from DEA Headquarters where I worked and felt the reverberations of the impact, I met both victims and first responders who demonstrated that there is a real need for medical professionals who are willing and able to support national security and defense.&#13;

I subsequently took training in medical management of biological and chemical casualties, emergency management, and disaster medicine.  I then led the TSA hiring of 50,000 checkpoint screeners, completed training at Johns Hopkins In Occupational Medicine, and took a position as Chief Medical Officer at DOE where all of the above are relevant.</text>

A nurse walked into my room and told me that the USA is under attack and to turn on the news.  A few seconds into the broadcast, I felt a weird feeling deep in my guts knowing that many lives will be lost.  I picked up the phone calling relatives and friends to turn on their TV.  I could heard in the tone of their voices the fear and the sadness of the tragedy that was right in front of us.  You can heard people shouting and burst out crying from the end of ward as the newscaster reported the number of deaths and the details of such devastating moment.  &#13;
