Dear Mr. Feinberg: I am writing to express my heartfelt disappointment at the lack of compassion and respect that has been afforded fiances of the Victims of September 11 by the Victims' Compensation Fund and those who are charged with administering it. These people have lost their life partners and the serious emotional problems that fiances have experienced and will experience because of the horrible events that occurred that day are not being addressed. Every day they turn on the radio, read newspapers, and watch television and are constantly reminded of their loss. They are subjected to the indignity of not being included in the Victims' Compensation Fund in any manner whatsoever if they happen to live in New York, New Jersey, etc. Early on, Mr. Feinberg, you stated that one of your tasks as the Special Master would be to address whether or not these people would be eligible for the Fund. This matter could and should have been addressed by you, not conveniently relegated to the States. It certainly is within your domain to make the decision to include fiances. A monetary settlement will not bring back their future spouses back but it will acknowledged their pain. The fact that they are being ignored is compounding their already immeasureable grief. Fiances are not trying to take money from grieving parents. They are just asking for inclusion in the group of people who are being deemed to "have lost the most". I implore you to reconsider and MAKE THE DECISION to compensate legitimate fiances fairly. Show them they matter. Thank you for your time and consideration. Because the option of marriage is unavailable, these families may find themselves in the traumatic predicament of having to prove that their union is legitimate. Fortunately both the Red Cross and the State of New York have already announced that they will not discriminate against gay and lesbian families. The Department of Justice should do the same. However I also believe that the government program to give millions to the families of the victims is a terrible policy and not appropriate. (min of $500,000 and max about $4,300,000--TAX FREE) Almost 3000 people lost their lives in the WTC that terrible day. However almost 6000 lose their lives every day in the USA. What the government give away program shows is how greedy some people can become. No matter what you do and no matter how much Congress decides to give, some people will complain and argue for more. What about all the other people who die in the USA every day and they receive no added compensation from the government. Can you please explain why victim's parents, brothers and sisters are collecting money each month? I do not understand it! Please send me a reply about this. The victims were single in three cases that I've seen on CNN. One dad was a well to do lawyer who had collected money for three months at that time. Why should any of these people receive any money other than maybe a one time, one lump sum of maybe $10,000 to cover funeral expenses. Please explain. I had donated money and I do not appreciate any of the money to go to fathers, mothers, sisters or brothers unless the victim had children that were going to be raised by any of the above to adulthood. As you know, the United States has committed to uphold international human rights standards, including the Universal Declaration of Human Rights and the International Covenant on Civil and Political Rights, which prohibit arbitrary discrimination. As you consider rules for administering the relief fund, I ask that you apply basic international human rights standards, and the general principle of equality, by including among relatives eligible for compensation those who lost their life partners, as well as de facto parents or children, without regard to sexual orientation or marital status. The State of New York has already adopted such a policy, granting compensation benefits "on a showing of mutual interdependence with the victim, in recognition that anyone who shared with the victim living expenses, day to day activities and the emotional bonds of family deserves help in this time of need." Many lesbian and gay people were killed in the September 11th attacks. Since then, lesbian and gay surviving partners of those killed have had mixed results in obtaining equal treatment at the local level in the distribution of relief funds by private and state agencies. An inclusive policy on the part of the federal government would help establish an important principle for other such funds.
