Recently, there has been a growing debate concerning the allocation of various charity funds to the victims of Sept. 11th. Shortly after the terrorist events, Congress established an unlimited fund to compensate the victims. However, since that time, over a billion dollars has been donated to a variety of charitable organizations also established to aid those same victims. Subsequently, the uncomfortable question that arises is: Should a family's compensation from the government fund be raised or lowered based on the level of other charitable donations they accept? To me, the answer to this question is clear: The amount of other charity accepted by each family should unequivocally be a factor in determining their award from the government. It seems highly unfair to grant the same amount of money to those families who have received substantive secondary charity as to those who have not. I believe that, ideally, each family should be granted the same 'punitive' award in recognition of their pain and suffering, and the government's failure to protect them. In addition, the government should evaluate each family's unique financial circumstances and appropriate the commensurate funds to aid them. The intended result of these measures being to compensate families for their loss so they will not need to sue other entities (which is part of accepting the government's funds), to ensure the financial stability of the affected families, and to avoid unfairly enriching some families while not giving enough to others. These actions should draw on a combination of the government's allocated funds and the donations given to other charitable organizations. Any funds which remain unspent after these measures are complete should be used to compensate the victims of other or future terrorist attacks. I think it's fair to assume that none of the contributors planned or hoped to make--in some cases--recipients multi-millionaires. Rather, there was an outpouring of compassion and patriotism to aid the victims' families, pay their mortgages, feed and clothe their children, and not have them suffer a financial strain while trying to put their lives back together. A 3 year period covering 1998-2000 is one of the gauges proposed to arrive at annual "current" income-What about 2001? Many individuals joined Cantor Fitzgerald, eSpeed, or TradeSpark after January 1, 2001 at a much higher salary base than their 1999 salary (and typically for these individuals 1999 was higher than 1998 and so on). These individuals unfortunately and ironically lost their lives directly as a result of this physical relocation, promotion, and upward career move to the upper floors of One World Trade Center. Wednesday, November 07, 2001 8:21 PM Victim Compensation November 7, 2001 First let me say that like most Americans, I view the events of 9/11 as a horrible tragedy of unparalled proportion. I have great sympathy for the families of the victims. However, at the risk of sounding unsympathetic and cruel, I must speak my peace. Many millions of dollars of aid has been raised through voluntary donations/fundraisers, and that is wonderful. However when it comes to passing laws (federal or state) regarding victim compensation, we must keep several points in mind. First, what about the many people across the nation who individually have suffered tragedy such as loss of a loved one, home, or job. What about the large number of people who suffer a tragedy as a result of natural disaster. Is any one good citizen's life worth more than another? Does it matter whether the life was taken by a terrorist versus natural disaster or other means? Secondly, won't we be setting a precedent if we pass laws entitling victim's families to compensation? What about the next terrorist attack? What about, God forbid, a biological attack that kills vast numbers? We are a nation (and a world) of limited resources, and that includes financial resources. When I hear about free college tuition for victims' families and proposals that spouses continue to receive full salary of their lost loved one for life (or until remarriage), I worry about who's going to pay for that. I worry that our nation, with all the things that it must spend money on, will go broke. Additionally, we may also have to worry about fraud in the case of claiming victim compensation benefits. As I've said, I think the voluntary relief efforts have been wonderful. But I think we are now going overboard on the idea of "victim compensation". The very phrase connotes some form of entitlement. Legislation offering victim compenstion would be disrespectful of all other victims of other tragidies and would set a dangerous precedent. I believe that government should concentrate spending our tax dollars on our safety/security and rebuilding/revitalizing the area struck by the terrorist attack. This effort and our active war on terrorism will cost us enough!
