In general I am appalled that the Federal Government would provide any compensation to these victims unless the United States government itself is legally liable and directly responsible for their deaths or injuries. I fail to see why the deaths of a group of people who are distinguished merely by being at work in an attacked building merits such compensation. The people who deserve compensation or reward are those who knowingly put their lives at risk to aid those who were attacked. Assuming that the families of these victims are somehow more worthy of compensation than anyone else in the country who has had a family member murdered, I fail to comprehend why those who had the foresight and personal responsibility to provide life insurance for their families against such an occurrence should be punished by not receiving an equivalent amount of "compensation" as those who could not or would not be bothered to do so themselves. The compensation that these families are receiving is our troops and resources are being put into action to find and punish those who are responsible for the deaths. None of this should in any way diminish the extent of the outrage or sadness for the acts which cost so many their lives. The second major issue has to do with recognizing the legitimacy of gay and lesbian relationships and families. Gay and lesbian families are especially vulnerable when one partner is killed. Wednesday, January 23, 2002 11:14 PM Definition Of Victim We are also Victims of Sept. 11th. The definition of "victim" needs to be expanded to include those who suffered non-physical injuries. I was working in the area of the WTC and watched in horror as the tragedy unfolded. I saw the towers hit, saw bodies raining from the towers, saw people jumping to their deaths and ran for my life as the first tower collapsed. These events have left psychological scars which I do not think will ever be healed. I sought treatment on Sept. 12th due to the extreme emotional response caused by what I witnessed. I was out of work for almost three weeks because of my emotional state. I have been on medication for months so that I can cope with the event and having to go back to my job in the Ground Zero area each day. In fact, I was back in my office on September 17th - approximately two blocks from the site. I had to go through police/military checkpoints to reach my office, had to wear a respiratory mask in order to walk to my office from the subway and endured day after day of noxious odors emanating from the site which infiltrated our building despite efforts to make the building air-tight. I have endured headaches, sinus pain, nightmares and insomnia in addition to my emotional problems, yet I am not considered a victim because my "injuries" are not physical in nature. While my injuries are not physical or visible, they are there none the less and my life has been permanently affected as a result. Please, I ask you, reconsider the definition of victim to include those who are suffering from psychological and emotional problems as a result of the Sept. 11th attacks. As I am deeply sadden about the events, my family, co-workers, associates, and most people I know took it upon themselves to doate to the victims. In addition, most workers and associates that perished in the event, had retirement funds, life insurance, and other forms of income in the event of death. In addition, charitable organizations and corporations have stepped up to the plate as well. Having the government now pay opens up a box that we may never close. I understand it is now law, since it was passed by congress and signed by the President to help divert potential litigations against the airlines. Therefore, I want the rules stating that in return for payment, the victims will not seek ANY other litigations, not just against the airlines. And I think compensation revceived from insurance proceeds should be considered and used to modify the payments. I cannot see where this is the government's fault, nor the airlines, nor the taxpayer. That's why so many people were willing to give freely. Under traditional rules based on lost wages, the survivors of a bond trader earning millions of dollars per year might receive thousands of times as much compensation as the survivors of a dishwasher in one of the restaurants destroyed. Justice requires looking far beyond the last paycheck to the inherent worth of all those killed, so that a high minimum compensation level is set to lessen the disparities. It would be a double blow to the survivors to first lose their loved one and then watch as most of the taxpayer money went to those who were already well off in the first place. The second major issue has to do with recognizing the legitimacy of gay and lesbian relationships and families. Gay and lesbian families are especially vulnerable when one partner is killed. Because the option of marriage is unavailable, these families may find themselves in the traumatic predicament of having to prove that their union is legitimate. Fortunately, both the Red Cross and the State of New York have already announced that they will not discriminate against gay and lesbian families. The Department of Justice should do the same. Well if they weren't dependent on my husband than who are they dependent on, Mr. Feinberg. Children 18 years old are just entering college. Who pays for their clothes food, shelter and tuition if not their parents. Under Mr. Feinberg's plan it is like my children did not lose anyone. My daughter does not have her father to walk her down the aisle and is falling apart, my son at college has lost his best friend and golf partner, and my other son will graduate high school without his father and will go off to a school neither he or his father has seen because I cannot drive any distance. This is one day before this country was to Honor the Six Month Anniversary of 9/11 when 2,830 human beings gave their life to their country, and Thousands upon Thousands lost a LOVED ONE. As an American born in this United States who watched the Twin Towers burn and crumble on the morning of 9/11 in absolute horror and grief. Please explain to me how, Kenneth Feinberg, or the Attorney General or Congress, can make a distinction, or imply a marked contrast or suggest some element between individuals or classes, when compensation from the Victim Fund is disbursed.
