This importantly should include the partners and children of same sex unions. They suffer just as grievously for their deceased loved ones as do other survivors, and their need for assistance is just as great. Please do not give in to the importuning of callous homophobic groups and individuals who would have the Department of Justice limit compensation to survivors of heterosexual unions. I find this to be a terrible injustice, and a highly discriminitory practice. I believe as an American citizen that this is a time for our country to unite. However these people need to eventually get back on with their lives. Giving them money hand over fist will not make it any easier. Monday, January 28, 2002 11:55 AM Comments Dear Mr. Zwick: Although recent news articles indicate that many people are not familiar with the proposed rules of the fund and are therefore criticizing the "greed' of the victims' families, I want to say that I have read the proposal in detail and I believe it is MORE than fair. In fact, I am appalled that these families may even receive that much of my tax dollars. What has come of our society, that people believe they must be ?compensated? for the loss of a loved one? Certainly there should be some way to help those who lose the means to earn a living, but to the tune of hundreds of thousand to millions in tax-free dollars? Social Security includes a provision to help a person if they become total disabled and unable to work ? losing their source of income. It only provides benefits of less than $20,000 a year in most cases. Most of these beneficiaries lost their ability to earn through no fault of their own ? why are terrorist victims valued so much more? I understand the purpose of the fund is to head off lawsuits that could be even more damaging to the economy, and the right to sue for ?compensation? is another issue as well. For now, I hope the government will stand firm in this plan, reduce any awards as indicated to account for life insurance, etc., and even consider lowering the amount to be paid as a whole. Saturday, December 29, 2001 9:38 AM Dear Mr. Feinberg: I have had an opportunity to read the interim rule regarding the Victim Compensation Fund of 2001. Although I applaud your efforts to come up with a fair and equitable solution to compensating the families of the victims I feel that the rules have fallen short of this goal. My husband died in WTC2. We both came from families in which our parents had no formal education. My parents emigrated from Eastern Europe. We both worked hard and received college degrees from the City University of NY. got a Masters from NYU and we juggled home, children and work responsibilites so that I could get my Master's as well. We lived comfortably but prudently so that we could have money for children's college, vacations and retirement. & I put 2 children through college without any assistance from anyone. & I had the foresight to do some financial planning and he made sure that if something happened to him that there would be insurance money. We paid a substantial amount in insurance premiums in order to insure that this happened. On a personel level, & I were happily married for 28 years. I was looking forward to 28 more. He was a wonderful, thoughtful and caring man. I was lucky and I knew it. I miss him tremendously. His children miss his love and advice and guidance as well. He will not walk his daughter "down the aisle" or see grandchildren or spend anymore time with his family. The report states that for the most part the circumstances about how one's loved died is not known. Please include these facts into your calculations. went to WORK and died. Please think about that simple fact. It is horrifying to me that my government failed us in this regard and did not protect him. Likewise - I do know the circumstances of his death. I have an eyewitness who was with him till the end. ignored the announcements that his building was secure. He told his people to also ignore the announcement and get out. He boarded an elevator on the 78th floor and the elevator went into a free-fall and stopped 15 feet short of the concourse. The elevator was on fire. One woman and the gentleman who recounted this story to me escaped. and a full elevator of people were not as fortunate. The smoke and fire were overwhelming. For two weeks after Sept. 11 I hoped and prayed that was somewhere in a burn unit and was unable to contact me. I feel that the government has failed me on many levels. The rules truly reflect a "bail-out" for the airlines and the government and as a result there is no acountability for what happened to my husband and countless others. I feel failed again because my husband and I took accountability for our family's financial security and as a result the governement and airlines can walk away feeling as if they owe us nothing because & I took care of our own business. Please rethink your stand so that all of the above is considered. I am disappointed in my President, my government and the interim .final "rules". Feinberg September 11th Victim Compensation Fund U.S. Department of Justice 950 Pennsylvania Avenue NW Washington, DC 20530 To Mr. Feinberg: I am writing to urge you to ensure fair treatment for all surviving families of the tragedy on September 11th, including the children and families of low-wage workers and gay and lesbian families. Under traditional rules based on lost wages, the survivors of a bond trader earning millions of dollars per year might receive thousands of times as much compensation as the survivors of a dishwasher in one of the restaurants destroyed. Justice requires looking far beyond the last paycheck to the inherent worth of all those killed, so that a high minimum compensation level is set to lessen the disparities It would be a double blow to the survivors to first lose their loved one and then watch as most of the taxpayer money went to those who were already well off in the first place. The second major issue has to do with recognizing the legitimacy of gay and lesbian relationships and families. Gay and lesbian families are especially vulnerable when one partner is killed. Because the option of marriage is unavailable, these families may find themselves in the traumatic predicament of having to prove that their union is legitimate. Fortunately, both the Red Cross and the State of New York have already announced that they will not discriminate against gay and lesbian families. The Department of Justice should do the same. Under traditional rules based on lost wages, the survivors of a bond trader earning millions of dollars per year might receive thousands of times as much compensation as the survivors of a dishwasher in one of the restaurants destroyed. Justice requires looking far beyond the last paycheck to the inherent worth of all those killed, so that a high minimum compensation level is set to lessen the disparities. It would be a double blow to the survivors to first lose their loved one and then watch as most of the taxpayer money went to those who were already well off in the first place. The second major issue has to do with recognizing the legitimacy of gay and lesbian relationships and families. Gay and lesbian families are especially vulnerable when one partner is killed. Because the option of marriage is unavailable, these families may find themselves in the traumatic predicament of having to prove that their union is legitimate. Fortunately, both the Red Cross and the State of New York have already announced that they will not discriminate against gay and lesbian families. The Department of Justice should do the same. Since then, lesbian and gay surviving partners of those killed have had mixed results in obtaining equal treatment at the local level in the distribution of relief funds by private and state agencies. An inclusive policy on the part of the federal government would help establish an important principle for other such funds. In compensating victims, real justice will be served only when all families - and all types of families - impacted by the human rights tragedy of September 11 are treated with dignity and equality. Wednesday, March 13, 2002 7:25 PM I am writing to declare, as an American citizen, I am appalled illegal aliens are recieving compensation for dead loved ones and yet partners and American citizen of the gay heros of 9/11 are being discriminated against. You would think after our country was touched by such a terrible event we would get down to what is important. Still on U. S. soil discrimination is allowed just because of who someone loves. Stand up for the gay Americans and their "families" who stood up for America! , a gay man, was a key person in preventing the terrorist from crashing in to our Capitol.
