September 11th Victim Compensation Fund of 2001
To whom it may concern:
First of all, this letter is not in any way meant to sound callous, greedy,
or inconsiderate. However, I feel that I must voice my emotions to the people
that I feel can best assist me, my United States Government. To my best
knowledge, the September 11th Victim Compensation fund was created by the
passing of the Airline System, Safety and Stabilization Act. However, I
cannot see where any airline employees have been included in this
compensation fund. I am a flight attendant who was laid off directly, by the
events of September 11th. I have not been able to locate work in almost three
months. I have mounting expenses that my "unemployment insurance" checks are
not covering. Since September 11th, I have been forced to cope with the
horror of that day, loss of my colleauges, and then the loss of my job. This
has require me to undergo the treatment of a therapist, which after January
7, 2002, I will no longer be able to do since my health insurance will be
terminated by my company. I feel deeply for those families that lost loved
ones in the attacks on New York, Washington, and Pennsylvania, but what about
those people also have been affected. I feel that the thousands of airline
employees and other Americans who lost their jobs should be able to apply for
some sort of compensation, for the amounts of money they have lost since
September 11th. I have read from governmentguide.com, that the September 11th
Victim Compensation Fund was created because of the Airline System, Safety
and Stabilization Act. Apparently, the latter act only compensated airline
companies for monies lost during the few days the nation's air system was
shut down. It did not prevent one airline job from being lost during the
aftermath. Shortly after September 11th, President Bush spoke to Americans
from Chicago's O'Hare airport. He told Americans, to start flying, go about
your business, and keep America rolling. Well, this holiday season I, as well
as thousands of other Americans, would very much like to do what President
Bush told us. Unfortunately, President Bush and our government, have not done
a whole lot to get those who are unemployed due to this tragic event, to go
about our business, our daily lives. Please tell me what we are supposed to
do. I would like to apply for compensation but it appears that I am not
allowed since I did not have any family who died in the attacks. I have not
been assisted by the millions of dollars collected by charitable
organizations, nor by my own government. All I want for Christmas this year,
is my job back and a sense of normalcy in my life. The way things are
looking, I guess I wont be getting those two things on my wish list. Which is
just as well, since I cannot afford to buy anyone gifts this year. I realize
this letter has been long winded and I appreciate you taking the time to read
it. Again, please do not misinterpret me as a callous whiner, who doesnt care
about others. My thoughts and prayers are with all of the families and
friends of the victims of September 11th, who were true heros that died for
their country. However, who is thinking and praying for all those people,
including me, who have not been able to truly live their lives since that
horrific, sad day. Please do not forget about us. Thank you.

Dear Mr. Feinberg:
I am writing to urge you to keep the current system in place for victims'
compensation. I've been surprised at the protests from the families against
a perceived unfairness of the distribution. Our country and our government
has been placed in an unfortunate position that is unprecedented, and we
simply can't be 'all things to all people'. Because of September 11, the
airline industry is suffering, businesses and manufacturers are suffering,
and people are losing and have lost jobs. All of these things must be
considered when determining how much the government can afford to pay out.
Unfortunately for the victims, the good of the country must be first and
foremost. The victims have the option of declining the government's money
in hopes of obtaining a bigger payout from the airlines. I believe in the
current state of our country, this is more than fair.

Dear Mr. Zwick:
I am writing in response to the Department's request for public comments regarding the
forthcoming regulations for implementing and administering the "September 11 Victim
Compensation Fund." I strongly urge the Department to draft regulations that ensure
compensation is available to ALL victims of the attack, including the committed
partners and the non-biological children of gay and lesbian victims.
Sadly, there are those on the Radical Religious Right who would like to see the
surviving partners and children of gay and lesbian victims excluded from the benefits
of the Fund. This would be cruel and reprehensible.
It is unquestionable that the devastating grief and economic losses suffered by the
families of gay and lesbian victims are no less than that of other families. Just as the
terrorists drew no lines in choosing their victims, our country must draw no lines in
compensating those who suffered the most personal of losses from these horrific
attacks.
Many Americans lost their lives on September 11, each of whom left behind loved ones.
I urge the Department to honor these bonds by treating the families of gay and lesbian
victims as we would any other. To do less would be unChristian.

9/11 Victim's Fund Unfair to Gays
To whom it may concern
I was absolutely shocked when I read this story. Shocked and outraged that partners of gays and lesbians who died in the September 11 terrorist attacks are not "automatically" going to receive benefits that heterosexual partners do.
Many countries and citizens of those countries look to the USA as the greatest democracy in the world. Leader of the free world. How can you live up to that reputation when you treat your gay citizens this way. who helped bring down the flight in Pennsylvania, NY Fire Dept. who died in the line of duty when the first tower fell, and who was of the plane that crashed into the Pentagon and the many, many more--are they not heroes? Don't they deserve to be treated equally? I would think that the Patriotism, love for fellow man and country shown by these men on that terrible day would unite all Americans regardless of colour, race and sexual orientation.
I am very saddened and appalled that you would treat your own citizens this way.
If I could, I would direct the donation that I made to aid the families of the victims to go to a gay or lesbian who lost THEIR loved one that day.

Victim's Compensation
My husband,     , was killed in the world trade center on Sept. 11 while attending the      conference at          . He was a         ., a subsidiary of     ,     .
My husband was 39 years old. We have one child, our daughter who turned 10 years old on Sept. 22.
Because of the salary cap imposed by the Special Master, which does not even match my husband's base salary, let alone allow for bonus and other benefits, and because of the generous insurance policies of      and     , I and our daughter will receive nothing from the income compensation portion of the fund if the fund remains as currently structured.
I am older than my husband (I am 48), have worked only part time in recent years for an hourly wage in a much less in-demand field and as such my earning potential is much much lower than his. I had understood that Congress' intent was to as much as possible, and within reason, try to maintain the economic level which existed before the attacks. In my case, if the restrictions remain as they currently are written, our economic level will in no way be reflective of my husband's support.
I plead with you to raise the annual salary cap to at least twice the current level and to not deduct insurance and other benefit payments from the income award.

To Mr. Feinberg:
I am writing to urge you to ensure fair treatment for all surviving families of the tragedy on September
11th, including the children and families of low-wage workers and gay and lesbian families. Under
traditional rules based on lost wages, the survivors of a bond trader earning millions of dollars per
year might receive thousands of times as much compensation as the survivors of a dishwasher in one of
the restaurants destroyed. Justice requires looking far beyond the last paycheck to the inherent worth of
all those killed, so that a high minimum compensation level is set to lessen the disparities. It would be a
double blow to the survivors to first lose their loved one and then watch as most of the taxpayer money
went to those who were already well off in the first place.
The second major issue has to do with recognizing the legitimacy of gay and lesbian relationships and
families. Gay and lesbian families are especially vulnerable when one partner is killed. Because the
option of marriage is unavailable, these families may find themselves in the traumatic predicament of
having to prove that their union is legitimate. Fortunately, both the Red Cross and the State of New
York have already announced that they will not discriminate against gay and lesbian families. The
Department of Justice should do the same.
Thank you for considering my comments. I look forward to hearing how you will act on these very
important issues.

Equal Rights for All Affected by the Events of 9/11/01

Dear Mr. Kenneth Zwick,
I write as a member of Amnesty International, a worldwide human rights
movement committed to ensuring respect for the basic human rights of people
without discrimination, in support of equal access to benefits under the
September 11 Victims Relief Fund for all victims, regardless of sexual
orientation or marital status. As you know, the United States has
committed to uphold international human rights standards, including the
Universal Declaration of Human Rights and the International Covenant on
Civil and Political Rights, which prohibit arbitrary discrimination.
As you consider rules for administering the relief fund, I ask that you
apply basic international human rights standards, and the general principle
of equality, by including among relatives eligible for compensation those
who lost their life partners, as well as de facto parents or children,
without regard to sexual orientation or marital status. The State of New
York has already adopted such a policy, granting compensation benefits "on
a showing of mutual interdependence with the victim, in recognition that
anyone who shared with the victim living expenses, day to day activities
and the emotional bonds of family deserves help in this time of need."
Many lesbian and gay people were killed in the September 11th attacks.
Since then, lesbian and gay surviving partners of those killed have had
mixed results in obtaining equal treatment at the local level in the
distribution of relief funds by private and state agencies. An inclusive
policy on the part of the federal government would help establish an
important principle for other such funds. In compensating victims, real
justice will be served only when all families - and all types of families -
impacted by the human rights tragedy of September 11 are treated with
dignity and equality.
Thank you for considering my concerns. I look forward to hearing from you
about your efforts to ensure that all surviving victims of the September 11
attacks have equal access to the relief fund.

Equal Compensation for ALL Partners of Sept 11 Victims
Anything other than equal compensation for partners of gay victims of
September 11 is not acceptable.
Using the excuse that funds will be distributed as the victims or
partners home state laws state dictate is not acceptable.
As a taxpayer and a voter I urge you to reconsider this policy and to be
fair to all victims and their partners regardless of whether or not you
understand and approve of the way they lead their lives and whom they
love.

I am writing to urge you to ensure fair treatment for all surviving families of the tragedy on September
11th, including the children and families of low-wage workers and gay and lesbian families.
Under
traditional rules based on lost wages, the survivors of a bond trader earning millions of dollars per
year might receive thousands of times as much compensation as the survivors of a dishwasher in one of
the restaurants destroyed. Justice requires looking far beyond the last paycheck to the inherent worth of
all those killed, so that a high minimum compensation level is set to lessen the disparities. It would be a
double blow to the survivors to first lose their loved one and then watch as most of the taxpayer money
went to those who were already well off in the first place.
The second major issue has to do with recognizing the legitimacy of gay and lesbian relationships and
families. Gay and lesbian families are especially vulnerable when one partner is killed. Because the
option of marriage is unavailable, these families may find themselves in the traumatic predicament of
having to prove that their union is legitimate. Fortunately, both the Red Cross and the State of New
York have already announced that they will not discriminate against gay and lesbian families. The
Department of Justice should do the same.

Dear Mr. Kenneth Zwick,
I write as a member of Amnesty International, a worldwide human rights
movement committed to ensuring respect for the basic human rights of people
without discrimination, in support of equal access to benefits under the
September 11 Victims Relief Fund for all victims, regardless of sexual
orientation or marital status. As you know, the United States has
committed to uphold international human rights standards, including the
Universal Declaration of Human Rights and the International Covenant on
Civil and Political Rights, which prohibit arbitrary discrimination.
As you consider rules for administering the relief fund, I ask that you
apply basic international human rights standards, and the general principle
of equality, by including among relatives eligible for compensation those
who lost their life partners, as well as de facto parents or children,
without regard to sexual orientation or marital status. The State of New
York has already adopted such a policy, granting compensation benefits "on
a showing of mutual interdependence with the victim, in recognition that
anyone who shared with the victim living expenses, day to day activities
and the emotional bonds of family deserves help in this time of need."
Many lesbian and gay people were killed in the September 11th attacks.
Since then, lesbian and gay surviving partners of those killed have had
mixed results in obtaining equal treatment at the local level in the
distribution of relief funds by private and state agencies. An inclusive
policy on the part of the federal government would help establish an
important principle for other such funds. In compensating victims, real
justice will be served only when all families - and all types of families -
impacted by the human rights tragedy of September 11 are treated with
dignity and equality.
Thank you for considering my concerns. I look forward to hearing from you
about your efforts to ensure that all surviving victims of the September 11
attacks have equal access to the relief fund.

Dear Mr. Zwick:
I am writing in response to the Department's request for public
comments regarding the forthcoming regulations for implementing
and administering the "September 11 Victim Compensation Fund."
I strongly urge the Department to draft regulations that ensure
compensation is available to all victims of the attack,
including the committed partners and the non-biological children
of gay and lesbian victims.
It is unquestionable that the devastating grief and economic
losses suffered by the families of gay and lesbian victims are
no less than that of other families. Just as the terrorists
drew no lines in choosing their victims, our country must draw
no lines in compensating those who suffered the most personal of
losses from these horrific attacks.
Many Americans lost their lives on September 11, each of whom
left behind loved ones. I urge the Department to honor these
bonds by treating the families of gay and lesbian victims as you
would any other.

Support the Unborn Victims of 9-11!
Dear Attorney General Ashcroft:
First, I want to congratulate you on the way you have responded to the 9-11 terrorist attack upon our nation. You have obviously assembled a highly skilled and dedicated team in the Justice Department. We are praying for you and those in DOJ who are working so hard on our behalf during this time of national tragedy.
I am aware that 18 Congressmen have recently written a letter to you asking that you include
unborn babies who died in the 9-11 attack as "victims" whose surviving family members are
eligible for help under the September 11th Victim Compensation Fund of 2001" that is part of
Public Law 107-42.
You're already familiar with the story of   who died with her unborn child on United Flight 93.  's husband   suffered not just the loss of his wife, but of their first child during that terrible crash. Their unborn baby should be considered just as much a victim of 9-11 as   and those who died in the World Trade Center and Pentagon attacks.
As you prepare regulations on implementing the September 11th Victim Compensation Fund of
2001," please make sure that you add "unborn children" to the list of victims whose survivors are eligible for assistance.
Thank you again for taking such an aggressive leadership role during this time of war and
national instability. Our prayers are with you!

Justice help all terrorist victims
Dear Mr. Zwick:
The very humane Fund for relatives of victims of the September 11
terrorist attacks must include all relatives of all the victims.
This importantly should include the partners and children of same
sex unions. They suffer just as grievously for their deceased loved
ones as do other survivors, and their need for assistance is just as
great.
Please do not give in to the importuning of callous homophobic
groups and individuals who would have the Department of Justice
limit compensation to survivors of heterosexual unions. They are
interested in a political victory, not humane assistance.
This Fund is intended for humane purposes; it is not a political
statement, Mr. Zwick.
