as someone who lost my father in the world trade center along with many 
peole that my family knew that worked in the upper floors of 1 world trade 
center, i feel that the proposed details and stipulations of the fund are 
extremely unfair to many.  my mother, brother and I were very 
disssapointed when we heard the results.  my father was 54 years old, was 
planning on working for many more years, he loved his job, had worked 
there for about 20 years and was very successful at what he did.  he made 
much more that the cap of $225,000.  i do not see how one can cap 
someone's earnings at that rate.  then to take out what someone's family 
has received in life insurance and donations from the many charities.  one 
would think that at a time like this, that the government would give some 
kind of payback to those people that have been paying the majority of the 
taxes over the years.  basically as it works out, we would not see any 
such beneifts from the fund, we might even end up paying the government 
money.  if the government could spend all those billions of dollars to 
bail out the airlines after the weeks of sept. 11, you would think that it 
could assist those people better.  i could see if my father had died of 
natural causes, but this was an act or terrorism.  there should be some 
kind of better solution to this fund to make it equitable to those on the 
higher end of the scale who have been eliminated from the scale or capped 
out at $225,000.  some may think that if someone made all that money that 
they dont need any more assistance from the fund, but guess what , my mom 
has mortgages, she has cars, she pays taxes and she does have normal 
expenses like everyone else.  they may be proportionately higher, but they 
are still expenses. it should be interesting to see what eventually 
happens, i know many peole that have lost their spouse, and they are 
extremly unhappy. thank you for allowing me to express a small portion of 
my opinion.
