Such proofs might include copies of airline travel itineraries, a sworn affidavit by a person or persons attesting to the deceased individuals expected itinerary or employment of the day, employment records, credit card records, telephone records, and any other relevant facts or information that would establish to a reasonable person that the individual harmed was in fact at or within the catastrophic event. E-mail dated Sept. 11,th time stamped within 2 hours preceding the catastrophe and sent from the New York City ? World Trade Center (NYC-WTC) should be considered provided that the claimant presents a printed copy of the full routing header of the e-mail message and a sworn statement from an Internet Service Provider (ISP) that handled the routing of the specific message, attesting that the message originated from an e-mail address previously known to have been physically located within the NYC-WTC and a sworn statement by the claimant that the deceased person did not transmit the message from any other location than the NYC-WTC. Proof that deceased tourists were within the NYC-WTC catastrophic event will need to be liberally considered and should include in addition to the above, sworn statements by at least one relative and one non-relative that visiting the NYC-WTC would have been typical of the deceased individuals expected itinerary, interests, or travels.
