As these low income workers most likely had far less insurance coverage, please compensate them and their families with a MUCH higher percentage than relates to their income. Part of the reason this attack happened is due to disparity between rich and poor in the world. Let's try to learn something from this and be more equitable in broader terms, than dollar for dollar valuation.
