Are you really planning on limiting the amount of $$ that will go to the partners of those who have domestic partners (i.e. our gay community??). If this is true, you better believe that there will be an outrage from every corner of this quilt we call America (apparently, you do not feel that every person who was lost is an American, how dispicable).
