Persons: After considerable reflection on the various options and competing interests regarding the fund, the solution, in my opinion, should be one of proportional fairness - including to taxpayers. Immediate family (this should include domestic partners and those in common law marriages) and dependents should be made financially sound but not made rich by a compensation plan. This compensation should be extended to family members in foreign countries. Awards should be made taking charitable contributions into account e.g. set a cap of 40-50K depending on how long the fund takes to actually begin the compensation. Compensation should be proportional so that the earning potential of a surviving spouse who is well educated and could eventually have a good paying job and perhaps where the mortgage on the family's home is being paid by mortgage life insurance should receive proportionally less than the not well educated or trained surviving spouse of of a dishwasher formerly @ WOW. The proportional nature of the awards should also take into account benefits to be received from Social Security Survivors Insurance. Here again, those without "legal" marriage may have difficulty getting the necessary documentation to prove eligibility for survivors benefits for themselves and their children. I do not think that nondependent relatives (other than adult children in higher education), should qualify for compensation other than funeral or memorial service costs. Lastly, there should be several "Special Masters" to oversee the fund. I would like to see a mix of legal, social security and not for profit overseers.
